육계토성의 보존ㆍ정비 및 활용방안 (Proposal for Preservation, Maintain, and Use of Yukgyetoseong Earthen Fortification)

초록

2020년에 새로이 개정된 「문화유산 헌장」에는 삶의 질의 향상과 기술의 변화속도 등달라진 대외환경 요인에 대응하고, 국민 누구나 보편적으로 누릴 수 있는 문화유산을 만들어가겠다는 기대가 담겨 있다. 개정 내용에는 보존의 당위성에 치중해왔던 기존 문화재 행정체계를 개편하고 문화재에 대한 진입 문턱을 낮추기 위한 노력을 강화하겠다는의지가 함축되어 있다. 이제 문화유산은 보존의 대상을 넘어서 지역 문화자원으로서의활용가치도 함께 고민해야 하는 시점이 도래한 것이다.
임진강 유역에 위치한 육계토성은 고대사에 대한 이해의 폭을 확장할 수 있는 유적이면서 ‘안보의 도시’라는 정체성을 가지고 있는 파주시의 역사적인 관방유산이다. 그러나이곳은 예나 지금이나 여전히 군사적 요충지이기 때문에 그간 유적의 활용가치에 대한문제는 차치하고 조사연구조차 어려운 형편이었다. 그렇지만 아이러니하게도 1996년 임진강 유역의 범람으로 유적의 실체에 보다 다가갈 수 있었고, 이후 군부대는 이전하면서 이제는 지역의 문화자원으로서 활용가치를 논의할 수 있는 단계에 이르고 있다.
이 글은 기존 연구의 연장선상에서 향후 조사연구의 내실을 기하고 시민 누구나 향유할 수 있는 탐방여건을 만들기 위한 합리적인 정비방안을 제안하는데 그 목적이 있다.
따라서 ‘원형 유지’라는 문화재의 기본원칙을 전제하면서도 ‘보존ㆍ정비ㆍ활용’이라는관점에서 육계토성의 지속가능성을 높이기 위한 총체적인 방안을 구상하고자 한다. 이에, 시급성과 실현가능성 등을 고려하여 단기적으로 유적의 성격 규명 및 훼손 요인을최소화하도록 하고, 중장기적으로는 지역의 대표 역사자원으로써 시민들의 문화향유 기회를 확대하기 위한 실천방안을 모색하였다. 이를 통해, 육계토성이 파주시를 대표하는관방유적으로 도약할 수 있는 전기를 마련하고, 나아가 성곽 유적의 가치 활용에 대한고민에 미력하나마 보탬이 되기를 기대한다.

영어초록

Therevision of the Cultural Heritage Charter in 2020 was a response to the changing conditions surrounding cultural heritage sites, including improved quality of life and the rapid shifts in technology, and it aims to increase public access to heritage sites. The Charter shifts the focus of the current management system from justifying preservation efforts to making cultural heritage more publicly available. This shift reflects the change in the attitude of heritage management, which reached a point where historical sites and artifacts are considered local cultural resources as much as they are objects of preservation.
Yukgyetoseong, located along the Imjin River, is an important historic site that expands our understanding of the ancient period, and as a historical defense structure, it is integral to Paju's identity as a "city of security." However, the military significance of the location, both historically and current, prevented even the basic survey, much less a discussion about its potential usage.
Ironically, it was the flood of the Imjin River in 1996 that allowed researchers to investigate the remains. Following the relocation of the army base, it is now possible to debate the potential value of the Yukgyetoseong as a local cultural resource. The present study built on existing research and amassed foundational data on the site to offer an additional depth for future research and recommend a sensible improvement that would create an inviting environment for the public to explore the site freely. Therefore, while this proposal still follows the principle of "preservation of original form," it suggests a comprehensive improvement plan from the perspective of preservation-improvement-use to approach Yukgyeotoseong as a resource. Finally, the plan suggests practical measures to improve the historical value of the site through investigation, land acquisition, and foundation repair with minimal disruption to thesite. Furthermore, the plan offers a step-by-step mid-and long-term action plan for increased public access to Yukgyetoseong as the foremost historical resource in the region. The present study ultimately aims to lay the foundation for Yukgyetoseong to become the leading historic site of military defense and contribute in a small way to the discussion on the possible future use of this historic fortification.
