경비업법상 일반경비원 직무요인 분석에 관한 연구 (A Study on the Analysis of Job Factors of General Security Personnel under the Security Business Act)

초록

본 연구는 경비업법 상 일반경비원의 직무범위라 할 수 있는 직무영역 및 구체적인 직무요인 설정을 위한 탐색적 연구로서 일반경비원의 직무범위를 설정하고, 보편타당하게 분류된 영역별 직무내용을 구체적으로 설정하여 연구자의 주관적 해석 보다는 객관적이면서 합리적인 직무범위를 도출하기 위해 경비업무 관련 전문가를 중심으로 한 델파이(Delphi) 기법을 활용하여 경비업법 상 일반경비원의 직무범위를 도출하였다.
시설경비업무 영역에서 가장 중요한 직무로 제시된 것은 ‘경비구역 상주 및 순찰’이며, 이를 기반으로 출입통제와 위험탐지, 재난관리 등이 이루어져야 하며, 방문객들과의 관계에 있어서 주차관리와 민원서비스 등이 종합적으로 이루어져야 한다.
호송경비업무의 경우 출발지와 도착지에서의 취약요소에 대한 경계와 위험징후 포착 시 즉각적인 대응이 이루어져야 한다. 그리고 호송 경유 중, 호송전후 유기적인 단계별 보안지침을 확립하여 이를 항상 확인하도록 하고 기지국과의 연락체계를 유지하여야 한다.
신변보호업무 영역에서는 ‘위해요소 접근통제’와 ‘우발상황 대응’이 가장 중요한 직무요인으로 분석되었다. 사전 계획적인 업무수행을 통하여 경호대상자에 대한 위협요소의 접근통제를 중점 직무로 인식하여야 한다.
기계경비업무는 일반경비원에 의한 순회 및 긴급출동이 가장 중요한 직무로 도출되었다. 이는 경비대상시설 관제와 유기적인 연관성을 가지며, 기지국과의 상호 연락체계를 통한 지령 하달과 상황보고 및 적절한 긴급대응이 이루어져야 한다.

영어초록

This study is an exploratory study for establishing job domain and specific job factor, which is the job scope of general security guards under the Security Business Act and it suggests basic guideline for clear guiding of general guards. In addition, the purpose of the Security Business Act is to clarify the limit of the work of general security guards and to provide the rationale of the authority basis to ensure smooth execution of security work.
Delphi technique, which focuses on the experts on security affairs, aims to establish the job scope of general security guards and to establish objective and reasonable job scope rather than subjective interpretation by setting specific job contents classified by universally validated areas .
As a result of this study, the general security guards' job scope in the Security Business Act is focusing on occupational security services, convoy security services, personal protection services, and machine security services.
First of all, the most important job in the area of facility security service is 'security zone residence and patrol', which is the basic basis for detecting and responding to illegal intrusions and countermeasures against risk factors, focusing on the facilities to be expended. Based on this, access control, risk detection, and disaster management should be performed. In relation to visitors, parking management and civil service should be integrated.
In the case of the convoy security service, vulnerabilities at the starting point and the destination are the largest, and immediate countermeasures should be taken when capturing the boundary and danger signs. In addition, it is necessary to establish organic step-by-step security guideline before and after the convoy security, confirm it and maintain the communication system with the base station.
In the field of personal protection work, 'hazard access control' and 'contingency response' were the most important job factors. In order to secure the safety of the security guard, it is necessary to recognize the access control of the threat to the security guard as a central job through pre-planned work because both the prevention action and the immediate post reaction are important.
The mechanical security work was guided by general security guards and urgent dispatch. This has an organic relationship with the facility control and it is necessary to make a directive report on the situation and appropriate emergency response through communication system with the base station.
