신라 內省私臣 설치배경에 대한 새로운 시각 －部體制와 葛文王制의 終焉과 관련하여－ (A New Perspective on the Background of Establishing Naesungsashin in Silla－In Relation to the End of Bu System and Galmunwang System－)

초록

진평왕 7년 삼궁사신의 설치와 44년의 내성사신의 설치에 대한 선행연구는 내성사신이 어떠한 관청･관직인가 하는 점을 중점적으로 검토하였고, 삼궁사신과 내성사신의 임명 배경에 대해서는 진평왕대 관제개혁과 왕권강화의 일환으로 해석하는 데 그쳤다. 그런데 삼궁 가운데 양궁과 사량궁이 신라6부 가운데 가장 중심이 되는 두 部라는 점에 주목하면 대궁의 설치는 국왕의 초월자적 지위 격상과 관련이 있고, 내성사신의 설치는 부체제와 갈문왕제의 실질적인 終焉과 관련 있을 가능성이 높다. 대다수 선행연구는 삼궁이모두 진평왕의 本宮과 別宮일 것으로 이해하지만, 진평왕 44년 이전까지 양궁과 사량궁은 부체제 시기 제도의 遺制일 가능성이 높다.
진평왕 7년의 삼궁사신 임명은 백반과 국반의 갈문왕 책봉과 관련이 있으며, 동왕 44년에 이르러 내성사신을 설치해 삼궁을 겸장케 한 것은 두 사람의 사망에서 비롯되었을 가능성이 높다. 이렇게 보면 내성사신의 설치는 부체제와 部 의 ⻑으로서의 갈문왕제의 실질적인 종언과 직결된다 할 수 있을 것이다. 본고의 주제는 신라의 독특한 관직인 내성사신의 설치배경을 살피는 것이지만 처음으로 임명된 이가 김용수라는 점에서 김용수･김춘추 가계가 성골이 되지 못하고 진골이 된 까닭에 대한 새로운 시각을 제시할 수 있다. 본고에서는 김용수가 진평왕의 딸인 천명부인과 혼인한 점과 삼국유사 도화녀･비형랑조에 보이는 비형과 길달의 관계 등을 검토하여 김용수가 비형임을 논증하고 그에 따라 김용수가 서자가 성골이 못되고 진골이 되었음을 추론하였다. 이 해석이 설득력 있게 받아들여진다면 김용수･김춘추 부자가 진골이 된 까닭과 ‘성골남진’의 경위도 자연스럽게 해명될 수 있을 것이다.
나아가 길달이 여우로 달아나자 비형이 길달을 잡아 죽인 사건이 삼궁 합장과정에서 일어난 분란일 가능성임을 제시하였고, 삼국사기 검군열전에 보이는 내성사신 설치 5년 후 일어난 사량궁 사인들의 공적재물 편취사건 등을 토대로 진평왕 44년 내성사신 설치 이후 한동안은 대궁과 사량궁의 장악력이 미흡했음을 추론하였다.

영어초록

Previous studies on the appointment of Samgungsashin in the 7th year of King Jinpyeong and the establishment of Naesungsashin in the 44th year have primarily focused on examining the roles and functions of these offices and positions. The appointment and establishment have largely been interpreted as part of King Jinpyeong's bureaucratic reforms and efforts to strengthen royal authority. However, considering that Yanggung and Saryanggung, two of the Samgung, were central among Silla's six Bu, the establishment of Daegung (Grand Palace) likely reflects an elevation of the king's transcendent status, while the establishment of Naesungsashin appears closely tied to the functional conclusion of the Bu system and the Galmunwang system. Most prior research assumes that all three palaces (Samgung) were King Jinpyeong's main palace and auxiliary palaces. Yet, there is a strong likelihood that Yanggung and Saryanggung were vestiges of the Bu system before the 44th year of King Jinpyeong’s reign.
The appointment of Samgungsashin in the 7th year correlates with the installation of Galmunwang titles for Baekban and Gukban, while the establishment of Naesungsashin in the 44th year, which unified the Samgung under its control, may have been prompted by their deaths. Thus, the establishment of Naesungsashin is directly connected to the functional end of the Bu system and the Galmunwang system, which represented the heads of the Bu.
While the primary focus of this study is to examine the background of the establishment of Naesungsashin, a unique governmental position in Silla, the fact that the first appointee was Kim Yong-su also provides a new perspective on why the lineage of Kim Yong-su and Kim Chun-chu did not retain Seonggol status but instead became Jingol. This study demonstrates that Kim Yong-su was Bihyeong by analyzing his marriage to Lady Cheonmyeong, the daughter of King Jinpyeong, as well as the relationship between Bihyeong and Gildal as depicted in the Samguk Yusa’s tale of Dohwanyeo and Bihyeongrang.
Based on this, it is inferred that Kim Yong-su, being an illegitimate son, was unable to attain Seonggol status and was instead classified as Jingol. If this interpretation is accepted, it offers a clearer explanation for why Kim Yong-su and Kim Chun-chu were Jingol and sheds light on the process of the “decline of Seonggol males.” Furthermore, this study suggests that the incident in which Gildal, as a fox, was captured and killed by Bihyeong may have been a conflict arising during the process of unifying the Samgung. Additionally, based on the records in the Samguk Sagi of an incident involving officials of Saryanggung misappropriating state resources five years after the establishment of Naesungsashin, it is inferred that the control over Daegung and Saryanggung remained incomplete for some time following their unification under Naesungsashin in the 44th year of King Jinpyeong’s reign.
