국내·외 장애인 생활체육 현황 분석을 통한 시사점 모색: 한국, 프랑스, 중국, 이탈리아 사례를 중심으로 (The Seek of Implicating Points through analyzing the current State of Domestic and Foreign sport for all for people with Disability: Based on the case study of Korea, France, China and Italy)

초록

2018년 평창동계패럴림픽의 성공적 개최 후 정부는 장애인 생활체육 활성화 방안을 발표하였다. 5년이 지난 현재 국내 장애인 생활체육의 현황을 살펴보고 장애인체육의 선진국인 프랑스, 중국, 이탈리아의 사례를 통해 우리나라가 나가야 할 방안을 모색하고자 한다. 이를 위해 각 나라 정부에서 발간한 보고서와 누리집, 논문을 중심으로 생활체육 주요 정책 및 참여율, 프로그램 및 시설, 지도자 양성 과정에 대해 분석하였으며, 도출한 결과는 다음과 같다. 첫째, 장애인 생활체육 참여 인구를 넓히기 위해서는 중증장애인을 위한 정책 마련이 필요하다. 이를 위해 의료기관과 지역사회 연계 서비스 구축이 선행되어야 할 것이다. 둘째, 장애인 생활체육 활성화를 위해서는 운동참여자에 대한 인센티브 제공 등 자발적 참여를 위한 유인전략을 펼쳐 신규참여자 발굴이 필요하다. 셋째, 종목별로 양성되고 있는 장애인스포츠지도사 자격을 세분화하거나 장애인 건강운동관리사 보수교육과 같은 보완이 필요하다. 장애인 생활체육 관련 지원의 양적 확대와 더불어 신규참여자 발굴과 수요자 중심의 지원 정책이 뒷받침된다면 장애인 생활체육 활성화는 물론 장애인스포츠 복지 국가로서 자리매김할 수 있을 것이다.

영어초록

After the successful hosting of the 2018 Pyeongchang Winter Paralympics, the government announced a plan to revitalize sports for the disabled. Five years later, we will look at the current status of sports for the disabled in Korea and find ways for our country to move forward through the examples of France, China, and Italy, which are advanced countries in sports for the disabled. To this end, we analyzed major policies and participation rates, programs and facilities, and leader training courses in daily life sports, focusing on reports, websites, and papers published by the governments of each country. The results are as follows. First, in order to expand the number of disabled people participating in sports, it is necessary to prepare policies for people with severe disabilities. To this end, the establishment of services linking medical institutions and local communities must take precedence. Second, in order to revitalize sports for the disabled, it is necessary to discover new participants by implementing incentives for voluntary participation, such as providing incentives to sports participants. Third, there is a need for supplementation, such as subdividing the qualifications of sports instructors for the disabled by sport or continuing education for sports health managers for the disabled. If we support the quantitative expansion of support related to sports for the disabled, discover new participants, and support policies centered on consumers, we will be able to revitalize sports for the disabled and establish ourselves as a welfare country for sports for the disabled.
