신라 진평왕대 내성사신의 설치와 그 배경 (The constitution of NasungSasin in the reign of King Jinpyeong of Silla and its background)

초록

진평왕대는 왕권이 강화되고 왕실위상이 고양된 시기이다. 왕은 관제정비를 통해 진평왕 중심의 지배체제를 구축하였다. 중앙(행정)기구를 정비해 국가운영에 필요한 체제를 갖추고, 내정기구를 정비해 왕실운영에 필요한 제도기반을 마련했다. 두 차례에 걸쳐 정비되었다. 전기에는 삼궁사신을 설치하여 왕실업무 담당기구를 공식화했는데, 왕실과 중앙(행정)기구를 구분하려는 의도로 보인다. 후기에는 內省私臣을 두어 三宮私臣을 兼掌하게 했는데, 내정기구의 위상을 강화하고 기능을 확대하기 위한 조처였다고 본다.
내성사신 설치는 진평왕실의 위상을 강화하기 위한 정책의 일환으로 볼 수 있다. 반면 내성사신 용수는 조금 다른 시각에서 이해했다. 시기상으로 볼 때 진평왕이 선덕을 왕위계승자로 결정한 후에 내성사신이 설치되었다. 이 결정은 몇 가지 과제를 낳았는데, 먼저 진평왕의 결정에 동의하지 않는 귀족세력과 관련한 문제를 어떻게 해결할 것인가 하는 문제이다. 왕위 계승을 안정적으로 진행하기 위해 귀족세력 관련 문제를 관리할 수 있는 인물이 필요했다. 다음으로 선덕의 즉위를 위해 새로운 논리를 모색해야 했다. 선덕왕이 聖骨男盡하여 즉위한다는 기록을 통해 볼 때, 성골이 석가왕실을 대체하는 논리로 등장한 듯 하다. 그 다음으로 당 고조가 선덕의 즉위에 부정적이었다는 점과 관련 있다. 진평왕은 원활한 대당관계를 유지하기 위해 군사적 기반에 주목했다고 보았다. 당이 고구려 정벌에 관심 있는 점을 인지하고, 군사력을 갖춘 인물을 내성사신에 임명한 것은 아닐까 추론했다. 이에 부합하는 인물로 용수를 주목했고, 그를 내성사신에 임명했다고 추론하였다.

영어초록

The era of King Jinpyeong was a period when the royal authority was strengthen and the status of the royal family was enhanced. King Jinpyeong established the centralized ruling system through governmental facility maintenance. He secured the essential system for management of state by aligning the central administration organization and arranged the foundation for management of the royal family by aligning the domestic organization. The alignments of the organizations were implemented two times throughout his reign. In the early period, he constituted SamgungSasin to formalize the organization in charge of tasks of the royal family, and its purpose might have been separations between the royal family and central adminstration organization. In the late period, he set up NasungSasin and made it play a role as SamgungSasin, this measure might be in order to consolidate the position of the domestic organization and to expand its function.
NasungSasin can be regarded as a policy for strengthening the status of the royal family. On the other hand, Yong-su as NasungSasin can be understood in a different perspective. In the view of the period, NasungSasin was constituted after the time when King Jinpyeoung decided to hand over the throne to Seonduk . This decision caused three problems. The first one was how to solve the repulsion of members of the aristocracy who were excluded from the centralized ruling system. Seonduk ‘s accession did not accord with the royal policy that claimed to support Buddhism. Therefore, someone who could manage the repulsion from the aristocracy for the stable process of the succession to the throne was needed. Next, the novel ideology was required for Seonduk’s accession. According to the record that the succession of Seonduk was due to the absence of the Seonggol male, Seonggol might become an alternative ideology. Assuming that Seonduk ’s Seonggol was not an idea based on deification, but on rationality, it might be relative to Confucianism rather than Buddhism. There might be consideration on an awareness of Confucianism when the king appointed NasungSasin. The last problem was that Gojo of Tang dynasty had a negative attitude towards Seonduk ‘s accession. King Jinpyeong may have taken notice of the military foundation to maintain favorable diplomatic relationship against Tang. Recognizing Tang’s interest in the conquest of Goguryeo, he might have appointed a person who had military competence to be the NasungSasin. Therefore, Yong-su might be appointed as NasungSasin, as the king thought him to be eligible for the position.
