도시재생활성화를 위한 폐산업시설 활용방안에 대한 연구 - 구, KT&G 영주제조창을 중심으로 - (A Research Study on the Potential Repurposing of Abandoned Industrial Facilities for Urban Regeneration and Assistance -Focused on Yeongju Former KT&G Cigarette Manufacturing Facility-)

초록

산업화 과정을 겪으면서 도심에 있던 산업시설 등은 무분별한 재개발 속에서 외면 또는 방치되어오면서 최근에 지속가능한 도시계획에 따라 지역을 기반으로 한 문화 예술 공간으로 거듭나고 있으며, 도시의새로운 활력소로 자리 잡고 있다. 본 연구는 국내⋅외폐산업시설물 문화재생 현황을 조사하고 문화체육부에서 2014년부터 지원하는 ‘폐산업시설 문화재생사업’ 에 선정된 ‘구 KT&G 제조창에 대한 시설 및 내부콘텐츠 기획 구성에 대한 연구로 영주시와 시민들의의견수렴을 통해 진행하였다. 문화예술공간은 관주도가 아닌 전문기획자를 통해 시민들이 함께 만들어가고 의견을 제시할 수 있는 기회가 될 수 있도록 하는데 목적이 있다.
정부의 도시재생사업 시책의 일환인 영주시 ‘구KT&G 제조창 폐산업시설 문화재생사업’은 단순한물성 공간의 재활용 기획만이 아닌 예술가와 시민들이 함께 참여하고 만들어가는 복합문화예술공간으로기획될 필요성이 있다.
연구방법으로는 국내외 도시재생사례와 영주시의현황분석 및 시민들의 의견수렴을 통해 진행하였다.
결론적으로 성공적인 재생 공간으로 거듭나기 위해서는 첫째, 문화 예술인들을 위한 공간, 둘째, 도⋅농도시에 걸맞는 IT기술을 접목한 첨단 농업시스템 환경구축, 셋째, 창업인들을 위한 커뮤니티공간으로 나누었으며, 물성적 특성은 모듈러, 전통미를 기반으로 품격이 있는 실용적 공간을 추구하고, 내부 공간은 콘텐츠의 변화에 따른 이동이 용이한 모듈러시스템을 도입하여 가변적 공간으로 활용 재배치 할 수 있는 유기적인 공간으로 활용할 수 있도록 제안하였다.
추후 공청회와 설문을 통해 영주시민들을 위한 공간만이 아닌 외부 관광객들이 함께 호흡 할 수 있는복합문화예술공간으로 역할을 할 수 있도록 기대해본다.

영어초록

Through the process of industrialization, due to the aggressive redevelopment of industrial facilities etc. as these facilities become neglected in urban areas, according to the recent movement for sustainable urban planning, these facilities have been repurposed as regional cultural and art spaces, and have become a new source of vitalizations in cities. This research has been performed by collecting the opinions of YeongJu city and citizen. It is for surveying the status of cultural regeneration of the closed industrial facilities in domestic and abroad, and studying about ‘the configuration planning the facilities and internal contents of ‘Ex-KT&G Center’, which was selected as ‘Cultural Regeneration Project for Closed industrial facilities’ and supported since 2014.
Through this research study, instead of the through lead of officials, through the lead of professionals planners with the help of citizens this study has the goal of providing an opportunity where the opinions of the professionals and citizens can be reflected.
As a part of the government’s urban regeneration business policies, the ‘Yeongju former KT&G Cigarette manufacturing abandoned industrial facility cultural regeneration business’ should not merely be a plan to repurpose the facility into a material space but it should be planned into integrated cultural art spaces that are participated in and collaboratively made by artists and citizens.
The research methods used were the analysis of city regeneration case studies in Korea and overseas and also of the current situation analysis of Yeongju and by collecting the opinions of the citizens.
Ultimately to be successfully repurposed, first the space was separated into a space for culture people and artists, and second, IT technology was applied to implement a state of the art agricultural environment and third, space was allocated for a community space for startup founders, and the physical characteristics of the space were designed to be modular and classy while being based on traditional aesthetics and striving for practicality, and by implementing a modular system where the interior system could be changed around and reconfigured, this space was proposed to be used according to the needs of the interior space to be utilized as an organic effective space.
Through future public hearings and surveys, it is expected that the space can be developed into not only a space that citizens of Yeongju can enjoy, but a space that can appeal to outside visitors and serve as an integrated cultural art space.
