EU’s Strategy for Cultural Diplomacy and Its Implication for EU-Korea Cultural Relations

This paper examines the EU's cultural diplomacy strategy and the implications for Korea-EU cultural relations. The official relationship between the two has steadily developed since its establishment in 1963, and it diversified following the EU Commission's proposal on bilateral relations in 1993 and the signing of the Trade Cooperation Framework Agreement in 1996. This laid the foundation for deepening economic cooperation between the two parties. According to a perception survey conducted to commemorate the 60th anniversary of diplomatic relations between Korea and the EU, 69% of Koreans and 55.3% of Europeans have a positive view of each other. This reflects the steady development of bilateral relations over the past 60 years. However, for a more advanced bilateral relationship in the future, it is essential to establish meaningful cultural exchanges and cooperation. The EU emphasizes cultural competitiveness in the digital age and proposed adopting a protocol on cultural cooperation during the Korea-EU FTA negotiations, which took effect along with the FTA. While this protocol contains provisions to promote cultural cooperation and exchange, it is necessary to examine its actual effects. Recently, the EU has been implementing its cultural diplomacy strategy using digital technology, leveraging its soft power with partner countries. Korea, too, should utilize K-culture resources and digital technology to execute public diplomacy strategies globally, including with the EU.
