우리나라 주력 제조업의 기술경쟁력 강화를 위한 정책 방향 연구 - 철강 산업의 중소중견기업의 육성을 위한 기술개발 지원을 중심으로 - (A Study on the Policy Direction to Strengthen Technological Competitiveness of Korea's Major Manufacturing Industries)

초록

우리나라는 지난 50년간의 압축 성장을 통해 세계적인 수준의 제조업을 육성 발전시켰다. 이를 통해 제조 강국으로서 위상을 제고하였으나 주력 제조업의 경쟁력 약화 및 디지털 전환, 대일 소재부품 분쟁 등의 다양한 환경 변화로 어려움을 겪고 있다. 본 연구는 우리의 대표적인 주력 산업인 철강 산업의 사례 분석을 통해 우리나라 주력 제조업의 발전 방향을 제시하고자 한다. 철강 산업은 우리나라 핵심기반산업으로 전후방 산업 유발효과 1위, 수출 6위, 고용 8위 산업으로 국가산업 발전을 견인하고 있다. 특히, 국내 제조업 전반의 높은 파급력으로 자동차, 조선 산업 등 주력산업에 핵심 소재를 공급하는 주요 기반 산업의 역할을 하고 있어 분석 대상으로 적절하다. 철강 산업의 기술경쟁력 강화를 위한 정책 방향 도출을 위한 연구방법은 철강 산업의 메가트랜드 분석(STEEP분석)과 중소중견기업 대상 수요조사 분석을 수행했다. 분석 결과는 고부가가치 및 고품질 철강 제품화는 기술개발 지원의 중요한 주제이며 이를 위한 철강 중소중견기업 특화형 기술개발 지원이 필요하다는 것을 확인할 수 있다. 특히 고부가가치 및 고품질 철강 가공 기술에 특화된 기술개발 지원을 통해 철강 소재 대기업과 철강 중소중견 가공기업, 수요 완제품 기업 간의 산업 경쟁력 밸류체인이 동시에 강화될 수 있는 방향으로 추진할 필요가 있음을 확인했다.

영어초록

Korea has fostered and developed world-class manufacturing industries through compressed growth over the past 50 years. Through this, it has raised its status as a manufacturing powerhouse, but it is suffering from various environmental changes such as weakening competitiveness of major manufacturing industries, digital conversion, and disputes over materials and components in Japan. This study aims to present the direction of development of Korea's main manufacturing industry through case analysis of Steel industry, which is our representative major industry. The Steel industry is Korea's core infrastructure industry and is driving the development of the national industry with the No. 1 front-to-back industrial inducement effect, the No. 6 export, and the No. 8 employment industry. In particular, it is suitable for analysis as it serves as a major infrastructure industry that supplies key materials to major industries such as automobiles and shipbuilding industries due to the high impact of the overall domestic manufacturing industry. The research method to derive policy directions for strengthening the technological competitiveness of the Steel industry was conducted by analyzing the mega Trend of the Steel industry and analyzing the demand survey of small and medium-sized companies. The analysis results confirm that high value-added and high-quality Steel production is an important subject of support for technology development and that support for specialized technology development of small and medium-sized Steel companies is needed. In particular, by supporting technology development specialized in high value-added and high-quality Steel processing technologies, it was confirmed that the industrial competitiveness value chain between large Steel-based companies, small and medium-sized Steel processing companies, and demand-finished product companies needs to be strengthened at the same time.
