디지털 전환에 따른 제조업의 현황과 대응전략: 대구지역 자동차 부품 산업을 중심으로 (Current Status of Manufacturing Industry as Result of Digital Transformation and Their Innovation Strategies: Focusing on the Auto Parts Industry in Daegu)

초록

이 글은 제조 산업의 디지털 전환 과정에서 자동차 부품업체의 실태와 대응 전략을 다룬다. 주요 글로벌 완성차 업체들이 앞다투어 전기차ㆍ하이브리드카의 생산 확대와 내연기관 자동차의 생산 축소 혹은 중단을 선언하고 있어 내연기관 부품 생산 업체의 위기감은 커지고 있다. 그럼에도 디지털 전환은 부품 업체에게 생산성 향상과 비용절감을 위한 수단의 기회를 제공하고 있다. 동시에 디지털 전환에 따른 플랫폼 방식의 생산이 확산되면서 전속거래 관행은 점차 축소되고, 원ㆍ하청 업체 간의 안정적인 거래 관계는 불안정해질 수 있다. 디지털 전환과 자동차 산업의 급격한 변화 속에서 부품업체는 완성차 대기업에 의존하는 것만으로 시장에서 생존할 수 없어 자발적인 혁신 노력이 요구된다.
본 연구는 대구지역 자동차 부품 업체를 대상으로 한 조사를 통해 디지털 전환 과정에서 지역 부품업체의 대응 전략을 분석하고, 부품업체의 대응전략을 대략 공정혁신, 판매혁신, 거래혁신으로 유형화하였다.
각각의 대응전략 유형은 디지털 전환 과정에서 작업조직과 숙련 수준에 상이한 방식으로 영향을 미치는 것으로 나타났다.
조사를 통해 디지털 전환에 대해 노사 모두 편협한 인식을 가지고 있었고, 정부 정책은 개별 사업장의 혁신 지원이라는 한계를 노정하고 있었다. 이를 개선하기 위해서는 기존의 지역별, 산업별 인적자원개발위원회나 지역 노사민정협의회 등 고용-숙련 거버넌스의 쇄신과 함께 노사 당사자들의 적극적인 대응이 요구된다.

영어초록

This article deals with the current situation and innovative strategies as of auto parts manufacturers in the process of digital transformation of the manufacturing industry. Major global automakers are boldly announcing the expansion of production of electric vehicles and hybrid cars and the reduction or suspension of production of existing internal combustion engine vehicles. As a result, Internal combustion engine parts manufacturers are increasingly aware of the crisis. In this environment, digital transformation offers parts manufacturers opportunities to increase productivity and reduce costs. At the same time, with the spread of platform-based production, due to digital transformation, exclusive transaction practices are gradually reduced, and the stable transaction relationship between subcontractors and subcontractors may become unstable. Amid the digital transformation and rapid changes in the automotive industry, parts manufacturers cannot rely solely on large automakers, so voluntary innovation efforts are required. This study analyzed the counter-strategies of local parts makers in the process of digital transformation through a survey of auto parts makers in Daegu, and roughly classified the innovative strategies of parts makers into process innovation, sales innovation, and transaction innovation.
Each type of counter-strategies were found to affect work organization and skill level in different ways in the digital transformation. According to our research, both workers and management had still a narrow perception of digital transformation, and it was confirmed that government policy was on the edge of improving individual cases. To improve this, renewal of employment-skills governance is needed, such as the existing sectoral councils and tripartite councils on the base of region and industry, and active participation and countermeasures from labour and managements are required.
