경상남도 수산업계 동향의 주요 특징에 관한 연구 (A Study on the Characteristics of Fisheries Trends in Gyeongsangnam-do)

초록

본 연구는 국내 수산업계 전반에 걸쳐 중추적 위치를 차지하고 있는 경상남도 수산업계의 동향을 파악해 주요 특징을 정리하고 고찰하였다. 지역적 범위를 경상남도로 한정한 이유는 삼면이 바다인 국내 지형 특성상 전국 연안 수산업계에서 발생하는 현안들이 각기 다르게 나타나기에 이를 권역별, 또 시기별로 분류하여 분석하는 연구가 지속적으로 필요하기 때문이다. 현재 경상남도 수산업계의 동향을 다룬 학술연구물은 현저히 부족한 상태로 관련 연구물 축적은 시급한 상황이기도 하다. 이에 본 연구는 경상남도 수산업계에 집중하여 해당 지역의 현안들을 크게 다음 4가지 이슈로 분류해 정리해 보았다.
첫째, 수산 인력 감소와 고령화, 어촌 및 섬 공동화 현상 등 위기를 겪고 있는 어촌 및 섬 지역 재생을 위해 도(道)와 중앙정부가 추진하는 정책들을 어촌뉴딜300사업과 어촌신활력증진사업을 중심으로 정리하였다. 그 결과, 사업 선정 마을들이 제시한 특화사업들이 원안대로 추진될 경우 향후 도(道) 내 다수 어촌마을에 유·무형의 지역적 특색과 정체성이 반영된 공간적 변화가 있을 것으로 예상된다.
둘째, 경상남도가 추진하고 있는 귀어인과 청년 어업인 유치·육성을 위한 정책 및 기존 수산업경영인 역량 강화를 위한 단계별 전문 인력 육성과 관리 강화 정책들을 정리한 결과, 도(道)가 수산 인력난 극복을 위한 신규 어업인 유치와 수산 전문 인력 육성에 주력하고 있음이 확인된다.
셋째, 경상남도의 국가중요어업유산과 세계중요농업유산 등재 현황을 파악한 결과, 도(道)가 지역 내 어업유산 지정 및 관리를 강화하고 있는 추세이다.
넷째, 경상남도 내에 본소를 둔 업종별 수협들의 주요 현안을 파악하였다. 업종별 수협의 본소가 지역 내에 소재함은 해당 업종이 경상남도를 대표하는 특화 수산물임을 인증한다. 이에 각 수협 내 주요 현안들을 알아보는 것은 곧 경상남도 수산업계 동향의 주요 특징을 파악할 수 있는 지표가 된다.
본 연구는 현재 경상남도 수산업계만을 특정하여 동향 및 특징을 파악한 학술연구물이 극히 부족한 상황에서 다양한 자료를 참고할 수 없었던 원천적 한계가 있다. 그러나 2024년 현 시점 해당 지역 수산업계 동향의 주요 특징들을 정리하여 고찰한 첫 연구라는 나름의 의미가 있다. 본 연구가 권역별 차원의 차별화된 위기 대응 방안 마련에 참고가 되는 학술자료로 이바지하기를 희망한다.

영어초록

This study summarized and reviewed the characteristics of major trends in the Gyeongsangnam-do fisheries industry, which occupies a pivotal position across the domestic fisheries industry. The reason why the regional scope is limited to Gyeongsangnam-do is that due to the nature of the domestic topography, which is where the sea is on three sides, pending issues arising in the national coastal fisheries industry appear differently, so research to classify and examine them by region and period is continuously needed. Currently, academic research on the trends of the Gyeongsangnam-do fisheries industry is remarkably insufficient, and the accumulation of related research is also urgent. Therefore, this study focused on the Gyeongsangnam-do fisheries industry and organized the current issues in the region into four major issues. The contents are as follows. First, the policies of the province and central government for the regeneration of fishing villages and island areas in Gyeongsangnam-do, which are experiencing crises such as a decrease in fisheries manpower, an aging population, and hollowing out of fishing villages and islands, were organized, focusing on the Fishing Village New Deal 300 Project and the Fishing Village Vitality Promotion Project. Second, policies for attracting and fostering new fishermen, such as returnees and young fishermen who want to enter the fisheries industry, and policies for fostering and strengthening the management of fisheries professionals at each stage are summarized. Third, the part of strengthening the designation and management of fishing heritage in the province was examined through the registration of national and world important agricultural heritage in Gyeongsangnam-do. Fourth, major issues of Suhyup by industry headquartered in Gyeongsangnam-do were pointed out. The headquarters of Suhyup by industry is located in the region, certifying that the industry is a specialized fishery product representing Gyeongsangnam-do. Therefore, examining the related issues that appear in each Suhyup becomes an indicator that can grasp the trends of major fisheries industries in Gyeongsangnam-do.
Although this study has a fundamental limitation in that it was not possible to refer to various data at a time when academic research that identified related trends by specifying only the Gyeongsangnam-do fisheries industry is extremely scarce, it has its own significance as it is the first study to summarize and examine the main characteristics of the local fisheries industry trends as of 2024. It is hoped that this study will contribute to academic data that can serve as a reference for preparing differentiated crisis response measures at the regional level.
