초록

이 논문은 1960년대 한국 독자적인 국가심리전의 체계 확립과 귀순자를 활용한 대내외 심리전의 전개 양상을 종합적으로 고찰하고 있다. 첫째, 냉전체제에서 귀순이 갖는 심리전적 가치와 귀순자의 존재론에 대한 검토이다. 냉전기 심리전에서 귀순은 각별한 의의를 지닌다. 자유진영으로의 귀순 자체가 냉전선상의 승리의 표상이자 체제우월성의 반증이기 때문이다. 귀순이란 정체성이 냉전의 규정 속에 특유의 정치성을 낳고 그 정치성이 박정희정권의 심리전프로젝트와 연계되어 한반도 나아가 냉전동아시아를 횡단하는 특징을 나타낸다. 대일심리전이 대남 간첩침투의 차단과 북송사업에 대한 분쇄를 목적으로 재일교포를 대상으로 한 사상전에 집중되었고, 대만에 전향간첩을 파견하여 한국과 대만의 반공연대 강화와 함께 양국 정권의 정당성을 확보하고자 했다. 베트남전에서도 남북한 간 심리전이 치열하게 전개되었다. 한반도 심리전의 연장이자 이를 대내적인 심리전으로 활용하는 회로가 구축되었던 것이다. 둘째, 5․16쿠데타 후 반공체제 재편성이 국가심리전의 수립으로 전환되는 제도적 맥락과 공보부로 일원화된 심리전체제의 재구성이다. 군사정부는 신속한 공보정책의 수립과 대내외 심리전의 목표와 지침 입안, 사상법제의 정비, 심리전기구의 창설 및 개편, 공보 매체의 장악 등을 체계적으로 추진하여 국가심리전체계를 완성하였다. 이를 바탕으로 한 내외문제연구소의 귀순자를 동원한 승공프로파간다, 국제방송국을 거점으로 한 전파심리전, 영화, 신문 등을 통한 대공심리전이 유기적인 시스템으로 시행되었다. 셋째, 심리전의 핵심 주체이자 요원이었던 귀순자의 생태에 대한 고찰이다. 다양한 성분, 유형, 경로로 귀순한 남파간첩을 비롯한 귀순자들이 누구이고, 그들이 무슨 심리전콘텐츠를 생산․전파했으며, 어떤 심리전활동을 전개했는가를 실증했다. 또한 중립국포로, 반공포로가 당대 심리전에 어떻게 접속되었는가도 살폈다. 전향간첩을 중심으로 한 귀순자들의 대공심리전은 대북 역선전전뿐 아니라 한국사회의 반공개발동원을 정당화하는 기제로서 큰 효과를 발휘했다. 심리전에 대한 연구는 냉전분단체제의 장기 지속성을 해명하는데 필수적인 주제이다. 동아시아 냉전지정학의 차원에서 남북심리전을 아우른 연구가 필요한 시점이다.

This paper comprehensively examines the establishment of a system of Korea's independent national psychological warfare in the 1960s and the development of internal and external psychological warfare utilizing the defectors. First, it is a review of the psychological values of defection and the existentialism of the defectives in the Cold War regime. In the Cold War psychological warfare, defection is of special significance. This is because the return to the free movement itself is a sign of victory over the Cold War and a rebuttal to the superiority of the regime. Returning to the South is characterized by the fact that identity is unique to the rules of the Cold War, and that politics is linked to the psychological warfare project of the Park Chung-hee regime, moving forward to the Korean Peninsula and across the Cold War East Asia. The psychological warfare against Japan was focused on ideological warfare targeting General Association of Korean Residents in Japan with the aim of blocking espionage against the South and crushing the repatriation project, and sent a forward-looking spy to Taiwan to strengthen anti-communist ties between South Korea and Taiwan, as well as to ensure the legitimacy of the two governments. In the Vietnam War, psychological warfare between the two Koreas was also fierce. It was an extension of the psychological warfare on the Korean Peninsula, and a circuit was established to use it as an internal psychological warfare. Second, the reorganization of the anti-communist system after the 5.16 coup is the reorganization of the whole psychological system, which is unified into the institutional context and the Ministry of Information and Communication, which is converted into the establishment of the national psychological warfare. The military government systematically implemented the national psychological warfare system by establishing prompt public relations policies, drawing up goals and guidelines for internal and external psychological warfare, readjusting the ideological laws, creating and reorganizing psychological warfare organizations, and taking control of the media. Based on this, the anti-aircraft psychological warfare was organically conducted through defeat communism Propaganda, which mobilized the returnees of the Institute for Internal and External Affairs, radio psychological warfare based on the international broadcasting station, and anti-aircraft psychological warfare through movies and newspapers. Third, it is a review of the ecology of the defectors who were key players and agents in psychological warfare. It demonstrated who the defectors were, what they did, and what psychological warfare activities they carried out, including the Southern spy who defected to the South in various ingredients, types and routes. It also looked into how the neutral POWs and anti-communist prisoners were connected to the psychological warfare of the time. The anti-communist psychological warfare of the defectors, centered on forward-looking spies, worked as a mechanism to justify the anti-communist development mobilization of Korean society as well as counter-propaganda campaigns against North Korea. The study of psychological warfare is an essential subject in explaining the long-term sustainability of the Cold War system. It is time for a study that encompasses inter-Korean psychological warfare in terms of East Asia's cold-cell suspension.
