자치경찰 이원화와 행정협업을 통한 시민안전통합상황실 재편에 관한 연구: 세종특별자치시를 중심으로 (A Study on the Reorganization of the Citizen Safety Integrated Situation Room through the Dualization of Autonomous Police and Administrative Cooperation: Focusing on Sejong Special Self-Governing Cit)

초록

경찰, 소방, 지방자치단체는 각종, 사건, 사고, 재난 등 시민이 위험한 상항에 처해 있을 때 협력적으로 대응해야 하는 중추적 기관이다. 최근, 오송참사, 이태원 참사 등 사회적 재난문제가 크게 부각되고 있는 상황에서 현행 법령상 각 기관 간 정보공유의 미흡, 공동대응을 위한 공조체계를 마련하는데 한계가 매우 커 시민의 안전을 보장하는 효과적인 대응방안 마련이 시급한 상황이다. 이를 위해서 본 연구는 경찰, 소방, 재난 지휘･통제기능의 통합 및 융합행정으로 보다 실효성 있는 지휘･통제체계의 운용 필요성을 제시해 이를 위한 최적화된 통합된 조직을 설치･검토한다. 즉, 경찰청 소관의 112치안종합상활실, 소방청 소관의 119종합상황실, 그리고 세종시 본청 소관의 통합정보센터 및 재난관리상황실을 ‘시민안전통합상황실’로 통합･재편해 시민의 안전을 위한 실효성 있는 대안을 마련하였다. 그리고 이를 위해서는 자치경찰 이원화를 위한 세종시법 개정, 「국가경찰과 자치경찰의 조직 및 운영에 관한 법률」 개정을, 융합행정(행정협업)을 통한 새로운 조직의 통합･신설에 근거가 되는 세종시법 개정, 「소방기본법 시행규칙」, 「112신고의 운영 및 처리에 관한 법률 시행령」 개정이 필요하다. 그리고 법제화와 함께 실제 운영과정에서 나타나는 물리적, 기술적 보완, 그리고 정보보호 제품 보완관리, TF운영의 필요성을 제언한다.

영어초록

The police, fire department, and local governments are central organizations that must respond cooperatively when citizens are in dangerous situations such as incidents, accidents, and disasters. Recently, in a situation where social disaster issues such as the Osong disaster and the Itaewon disaster have been greatly highlighted, there is a great deal of limitation in establishing a cooperative system for joint response and insufficient information sharing between each agency under the current laws, making it urgent to establish effective response measures to ensure the safety of citizens. To this end, this study suggests the need for a more effective command and control system through the integration and convergence of police, fire, and disaster command and control functions, and establishes and reviews an optimized integrated organization for this purpose. That is, the 112 Comprehensive Security Situation Room under the National Police Agency, the 119 Comprehensive Situation Room under the Fire Department, and the Integrated Information Center and Disaster Management Situation Room under the Sejong City Hall were integrated and reorganized into the ‘Citizen Safety Integrated Situation Room’ to provide an effective alternative for the safety of citizens. In order to integrate and establish the organization into the Citizen Safety Integrated Situation Room, the prerequisite is the revision of the Sejong City Act and the separation of autonomous police through the revision of the Act on the Organization and Operation of the National Police and Autonomous Police. In addition, in order to integrate and establish a new organization through integrated administration(administrative collaboration), it is necessary to revise the Sejong City Act, the Enforcement Regulations of the Fire Service Act, and the Enforcement Decree of the Act on the Operation and Processing of 112 Reports. Along with legislation, it suggests the need for physical and technical supplementation that appears in the actual operation process, supplementary management of information protection products, and TF operation.
