SDGs 실시지침을 통해서 본 일본 정부의 SDGs 이행실천과 시사점 (A Study on the Implementation of SDGs by the Japanese Government Through the Implementation Guidelines of SDGs and Its Implications)

초록

새로운 시대 정부의 역할은 전환을 주도하는 것이다. 전환의 핵심은 SDGs를 정책에 포함시켜 주류화하는 것이다. 본 연구는 일본 정부의 국가전략이라고 할 수 있는 ‘SDGs 실시지침과 이를 구체화한 ‘SDGs 액션플랜 2020’을 검토한다. 이를 통해 일본 정부의 SDGs의 과제와 목표, 참여와 협동의 구조와 프로세스 등 SDGs 대응의 특징을 살펴보고, 이에 대한 시사점을 도출하는 것을 목적으로 한다. 본 연구의 시점과 대상은 SDGs가 합의 채택된 2015년이후 현재까지 실행된 일본 정부의 SDGs 실시지침과 이를 구체화한 SDGs 액션플랜이다. 고찰의 대상은 정책과 사업 수준으로 나누어 검토한다. 본 논문은 일본 SDGs 연구의 1차 작업의 성격을 가지며, 사전 탐색적 연구를 수행하기 위해 문헌조사 방법론이 활용되었다. 분석 자료는 유엔과 일본 정부가 생산한 각종 행정계획과 지침, 단행본, 일본 언론의 기사 등이다. 이를 통해 일본의 SDGs 주요 분야와 목표, 참여와 협동의 구조와 프로세스 등 일본 정부의 SDGs 대응의 특징과 과제를 살펴보고 이에 대한 시사점을 도출한다. 본 연구결과는 다음과 같다. 첫째, 일본의 정부의 ‘SDGs 실시지침’이 SDGs와 관련한 정책의 집합이며. 둘째, 일본의 SDGs는 정부 주도의 추진 시스템과 수단(도구)이 주요한 추진력으로 작용하고 있음을 확인하였다.

영어초록

The role of government in the new era is to lead transformation. The key to the transformation is to mainstream SDGs by including them in policies. The study examines the implementation guidelines for SDGs, which can be called the Japanese government’s national strategy, and the “SDGs Action Plan 2020”, which embodies them. Through this, the study aims to examine the characteristics of SDGs response, such as the tasks and goals of SDGs, the structure and process of participation and cooperation of the Japanese government and to draw implications for them. The target and timing of this study are the Japanese government’s implementation guidelines of SDGs and the action plans for SDGs that embody them around 2015 when SDGs were agreed upon. The subjects of the consideration will be divided into policy and project level. This paper was carried out through a literature survey (reports, administrative plans and guidelines produced by the U.N. and the Japanese government, articles by the Japanese media, etc.) This paper has the nature of the primary work of Japanese SDGs research, and the literature investigation methodology was utilized to carry out the pre-exploratory study. The analysis data included various administrative plans and guidelines produced by the U.N. and Japanese governments, booklets and articles by Japanese media. Through this, the study examines the characteristics and tasks of the Japanese government’s SDGs response, including the main areas and goals, the structure and process of participation and cooperation of Japan’s SDGs, and draw implications for them. This study identified that ‘SDGs Implementation Guidelines’ of the Japanese government is a set of policies related to SDGs, secondly, in Japan’s SDGs, the government-led promotion system and means (tools) are the main drivers.
