위기청소년 보호시설의 문제점과 개선방안 - 서울소재 청소년 일시쉼터를 중심으로 - (A Study on Problems of Residential Care Facilities for Youth at Risk and Improvement Measures against Them)

초록

이 연구는 위기청소년 보호시설의 문제점을 파악하여 보다 효율적인 개선방안을 제시하는데 목적이 있다. 이를 위해 관련 문헌연구를 통해 청소년쉼터의 운영 실태와 동향, 문제점을 정리하였으며, 현재 청소년쉼터에 재직 중인 전문가와의 면접조사를 통해 청소년 보호시설의 실제 운영 및 기능상의 문제점을 파악하고 실질적으로 현장에 반영 가능한 개선방안을 찾고자 하였다.
청소년쉼터의 설치 및 운영상에서 나타나는 문제점으로는 쉼터 수의 부족, 쉼터별 운영경비의 빈부차이, 부실쉼터 운영문제, 전국적인 수준에서의 쉼터관리 미흡, 쉼터이용 청소년에 대한 정보전달 체계의 미확립 등이 있었다. 이에 대한 개선방안으로는 첫째, 일시-단기-중장기 쉼터가 각 유형별로 본래의 기능을 회복하고 단기-중장기 쉼터가 획일적인 자립 프로그램에서 벗어나 다양한 청소년의 니즈에 부합하는 특성을 가진 쉼터로 거듭나는 것이다. 둘째, 청소년 자립시기 조정을 통해 20세 이상의 청소년들에 대한 복지 사각지대를 해소하는 것이다. 마지막으로 다양한 위기청소년 관리 기관을 통합적으로 아우르는 청소년 정보통합관리체계의 구축이 필요하다. 특히 가출청소년의 경우 이동이 잦기 때문에 추적이 어렵고, 관련 기관이 산발적으로 나뉘어져 있기 때문에 중앙의 전담부처에서 주관하여 정보를 체계적으로 수집·관리할 필요가 있다. 이 연구는 쉼터 운영 현장에서 일어나는 문제점과 실무자들의 의견을 반영하기 위해 실제 쉼터 종사자를 대상으로 면접조사를 실시하였으나 조사대상이 서울소재 일시쉼터 종사자로 한정되었다는 점과 쉼터 이용자인 청소년의 시각을 반영하지 못했다는 점에서 한계를 갖는다.

영어초록

The purpose of this study is to identity problems of residential care facilities for youths at risk and present efficient improvement measures against them. First, this study specified operational realities, trends, and problems of youth shelters through relevant literature research. In addition, through the research of interviewing experts currently working for youth shelters, this study intended to identify operational and functional problems that residential care facilities for youth are actually faced with and seek feasible improvement measures that can be practically applied. Interview research was carried out to two employees working for fixed-type shelters located in Seoul on January 9 and 12, 2015.
Problems with establishing and managing youth shelters included the shortage of shelters, the inequality between the rich and the poor of operational expenses for each shelter, the management of improperly-run shelters, the inadequate maintenance of nationwide shelters, and the unestablished communication system for youths in shelters. As for improvement measures for the above problems, first, each of temporary, short-term, and middle-and-long-term shelters should restore their original functions. Besides, they should not be limited to a monolithic self-supporting program and instead be reformed into shelters which have characteristics suitable for a variety of needs of youths. Second, it is necessary to redeem loopholes of welfare for youths over twenty years old by adjusting the self-reliance period of youths. Finally, it is necessary to establish the system of unifying and managing youth information, which embraces diverse management institutions for youths at risk. In particular, because runaway teenagers often move, it is difficult to trace them in certain regions or some institutions. In addition, currently institutions for managing youths at risk are sporadically divided rather than being integrated into one. Therefore, it is necessary to systematically collect and manage information under the supervision of a central department in full charge.
In order to identify problems which take place in the actual management of shelters and reflect opinions of workers in shelters, the research of interviewing employees working for shelters was carried out. However, the research has limits in that survey targets were limited to employees working for temporary shelters located in Seoul and it could reflect views of youths using those shelters.
