중국의 역사 교양교육 속 중화민족 다원일체론(多元一體論) 강화의 속내 - 『清代國家統一史』에 나타난 청대사(清代史) 인식을 중심으로 (Behind the Reinforcement of Ethnic Chinese Pluralistic Unity Theory in China’s History Liberal Arts Education -Focusing on the Perception of Qing Dynasty History in the History of National Unification)

초록

중국정부는 중화민족 다원일체론을 강조해 중화민족 공동체를 더욱 공고히 만들고자 하였다. 이를 위해 중국정부는 2017년부터 중등 교과서를 시작으로 2021에는 초중고 전 과정에 국정교과서를 채택해 역사교육을 실시하였다. 그리고 2024년에는 이러한 국정화 기조를 더욱 확대하여 고등교육까지 적용해 실시하고 있다. 대표적인 예가 바로 『중화민족공동체개론』을 대학의 필수 교양 교과목으로 삼았고, 중화민족공동체론을 교육하는 대학의 학과 개설까지 이루어졌다. 이러한 민족주의 강화 움직임은 내부 결속에 그치지 않고, 향후 주변국과 역사 분쟁으로 이어질 요소가 산재해 있다. 본고는 이러한 문제점에 착안하여 중국역사연구원에서 편찬한 『清代國家統一史』를 통해 중국정부가 중화민족 다원일체론을 어떻게 역사적으로 증명하고 교육하는지 분석해 보고자 한다. 『清代國家統一史』를 분석 대상으로 삼은 이유는 이 책이 중국의 국책 연구기관인 중국역사교육원에서 편찬한 서적이기 때문이다. 중국역사교육원은 청사편찬위원회가 20년간 준비해 온 『청사』의 심의를 맡은 연구기관이다. 그런데 이 기관에서 『청사』 출판을 보류한 이후 본서를 발간했기 때문에 세간의 이목이 더욱 집중되었다. 즉 『통일사』는 『청사』 출판을 보류한 정부의 의중이 반영되어 있기 때문에 더욱 중요한 분석 대상이다. 두 번째 이유는 중국 정부가 중화민족의 통일적 공동체를 주장할 때 한족과 다른 소수민족 간의 약한 연결고리를 보완하는 매개체로 청조의 다민족 국가체제를 활용하고 있기 때문이다. 마지막으로 청조가 발원한 동북지역은 우리와 직접적으로 관련이 있는 역사 현장으로 동북지역에 대한 역사 서술과 교육이 어떻게 이루어지고 있는지 예의주시할 필요가 있기 때문이다.

영어초록

The Chinese government has emphasized the pluralistic unity of the Chinese nation to further consolidate the unified community of the Chinese people. To this end, since 2017, China has adopted a national curriculum for history education, starting with the secondary school curriculum, and in 2021, the entire K-12 curriculum. And in 2024, this nationalization will be further expanded to include higher education. A typical example is that “Introduction to Chinese Ethnic Community” was made a compulsory liberal arts education in universities, and a university department was established to teach Chinese ethnic community theory. China’s move toward greater nationalism is not just an attempt at internal cohesion, but is fraught with elements that could lead to future historical conflict. Based on these issues, this paper will analyze the History of National Unification in the Qing Dynasty compiled by the Chinese Academy of History Research to analyze how the Chinese government proves the theory of ethnic Chinese pluralism through historical examples and educates the public about it. The first reason we chose to analyze History of National Unification in the Qing Dynasty is that it was compiled by the Chinese Academy of History, a state-owned research organization. The Chinese Academy of History was the research institute entrusted with the deliberations of the Qing History, which the Qing History Compilation Committee had been preparing for 20 years. However, the organization attracted attention because it published the History of National Unification in the Qing Dynasty after withholding the publication of the Book. In other words, History of National Unification in the Qing Dynasty is even more important to analyze because it contains the intention of the Chinese government to withhold the publication of the Qing History. The second reason is that the Chinese government uses the Qing dynasty’s multiethnic state system as a vehicle to compensate for the weak links between Han Chinese and other ethnic minorities when asserting a unified Chinese community. Finally, the Northeast, where the Qing Dynasty originated, is a historical site that is directly related to us, and we need to pay close attention to how history is being written and taught about the Northeast.
