우리나라 소비자정책 연구의 흐름과 과제 (Current State and Prospects of Consumer Policy Research)

초록

본 연구는 지난 20년간 「소비자학연구」에 게재된 소비자정책 연구 논문들 58편의 논문들과 「소비문화연구」와「소비자정책교육연구」 35편의 연구경향을 저자, 연구주제, 연구방법 측면에서 간략히 분석해보고, 이를 바탕으로앞으로의 연구 과제들을 제안하였다. 연구결과는 첫째, 그동안의 소비자정책 연구들은 2000년 이후에 학제간 또는산학협동적 공동연구를 시도하기 시작했다. 둘째, 연구주제영역과 품목들은 다양화, 구체화되는 경향이 나타났다.
주제의 대분류영역에서는 ‘소비자법제’관련 분야가, 세부주제영역에서는 ‘소비자정책관련 소비자인식이나 행동’이 그리고 품목에서는 ‘식품’에 집중되는 경향이 나타났다. 셋째, 연구방법면에서 문헌고찰 뿐만 아니라 설문조사 등 양적인 연구방법을 이용한 실증연구가 증가하는 추세이다. 향후 소비자정책 연구과제로 실효성있는 정책대안제시를 위한 학제적 연구 지원, 시의적절한 주제선별, 전체적인 소비자정책방향에 대한 이론 틀 마련, 국제적인 연구 네트워크 활성화 등을 제안하였다.

영어초록

Examining trends across time in feature articles published in the ‘Journal of Consumer Studies’, ‘the Journal of Consumer Culture’, and ‘the Journal of Consumer Policy and Education’, descriptive statistics report on areas of change and stability in authorship, author affiliations, co-authorship, topical subject matters, topical subject products, data collection,and analysis methodologies. The 93 articles were included in the analysis, 58 articles were published in the ‘Journal of Consumer Studies’, 11 articles in the ‘Journal of Consumer Culture’, and 24 articles in the ‘Journal of Consumer Policy and Education’.
During the last two decades the publication has been accomplished by the changes; the coauthorship have been increased and the areas of topical subject matters have been expanded and the surveys related to the consumer policy have been tried more than before.
This study suggested the following 20-year profile of the consumer policy studies published in the ‘Journal of Consumer Studies’, ‘the Journal of Consumer Culture’, and ‘the Journal of Consumer Policy and Education’.
1. 89.7% of the articles have one and two authors with team authorship generally coming from individuals in the same academic area. Most multidisciplinary articles were begun after 2000.
2. Most consumer policy articles focused on the two subjects. The first were the articles about consumer’s perceptions and uses of the consumer policy measures like food labeling,product liability, and privacy related rules. The second were the articles that dealt with the laws and rules related with consumer protection, class action, and advertisement,like Frameworks Act on Consumers.
3. Authors from consumer studies have published at a greater rate during the 20-year period.
4. The types of products and services that have been subject in the articles were Food (11.8%), telecommunication service(9.7%), manufactured goods(8.6%). 60.8% of the articles focused on the general products.
5. 52.7% of the articles used the literature review as the research method, 45.2% of them used the survey.
The future study matters are suggested like the effective policy solutions, current topics related consumer problems, theoretical frameworks, global research of consumer policy.
