조력발전소 내 해양관측시설 유지관리기준 수립 연구: 시화조력발전소를 중심으로 (Study on Establishing Maintenance Standards for Marine Observation Facilities Within Tidal Power Plants: Focusing on Sihwa Tidal Power Plant)

초록

시화호조력발전소는 시화호 수질개선과 전력생산을 위한 목적으로 건설된 세계 최대 발전용량의 조력발전소이다. 조력발전소 운영으로 시화호 수질은 비약적으로 개선되었지만, 해양환경적인 변화가 나타났다. 해양환경 모니터링을 위해 K-water 시화조력관리단은 2014년부터 해양관측시설을 설치하여 현재 16개소를 운영 중에 있고 생태계의 건강성, 다양성, 생산성 등 구조변화를 파악하기 위해 해양관측자료를 수집 중에 있다. 이렇게 생산된 해양관측자료는 기후변화에 따른 정책 수립, 관계기관의 시화호 활용계획 등으로 활용되고 더 나아가 다양한 수준의 요구가 존재하게 되었다. 사회적 요구에 부합하기 위해서는 해양관측시설에 대한 철저한 관리와 함께 관측자료 품질을 파악하고 선별하는 관측자료 고도화의 중요성이 부각되고 있다. 특히 지역적인 특성상 해양에서 운영되기 때문에 다양한 문제가 발생할 수 있어 정상운영을 위해서는 예방적 유지관리 활동이 필수적이다. 현재 국내·외에서 해양관측시설을 운용하는 기관은 다양한 사용자의 요구를 만족시키기 위해 고품질 자료관리 시스템 개발, 국제적인 관측 표준화, 품질관리 표준화, 유지관리 기준 등을 수립하고 관리되고 있다. 하지만 시화조력관리단에서 운영 중인 해양관측시설은 법제화된 관리기준과 관측장비 운영방법이 정립되지 않아 효율적인 유지관리가 어려웠다. 이에 본 연구는 국내에서 운영 중인 해양관측시설의 유지관리 활동과 법제화된 규정을 분석하고, 기관별 공통요소를 도출하여 시화호조력발전소에서 운영 중인 해양관측시설의 독자적인 법규를 제정하였고 합당한 유지관리 기준을 수립하였다.

영어초록

The Sihwa Lake Tidal Power Plant is the world's largest tidal power plant with the purpose of improving the water quality of Sihwa Lake and generating electricity. The operation of the tidal power plant has improved the water quality of Lake Sihwa by leaps and bounds, but changes in the marine environment have occurred. To monitor the marine environment, K-water's Sihwa Tidal Power Management Team has been installing marine observation facilities since 2014 and is currently operating 16 sites, collecting marine observation data to identify structural changes in ecosystem health, diversity, and productivity. The ocean observation data produced is used to establish policies for climate change and to plan the utilization of Sihwa Lake by related organizations, and furthermore, various levels of needs exist. In order to meet social needs, the importance of upgrading observation data to identify and select the quality of observation data along with thorough management of ocean observation facilities is emerging. In particular, since they are operated in the ocean due to their regional characteristics, various problems may occur, and preventive maintenance activities are essential for normal operation. Currently, institutions operating ocean observation facilities at home and abroad are establishing and managing high-quality data management systems, international observation standardization, quality control standardization, and maintenance standards to satisfy the needs of various users. However, the marine observation facility operated by the Sihwa Tidal Power Administration has been difficult to maintain efficiently due to the lack of legislated management standards and observation equipment operation methods. Therefore, this study analyzed the maintenance activities and legislated regulations of the marine observation facilities operated in Korea, derived common factors for each institution, and established independent legislation and reasonable maintenance standards for the marine observation facility operated by the Sihwa Lake Tidal Power Plant.
