상해 웨스트번드 뮤지엄을 통한 문화적 재생 방향에 관한 연구 - 리노베이션 사례를 중심으로 - (A Study on the Direction of Cultural Regeneration through the West Bund Museum in Shanghai – Focusing on renovation cases -)

초록

(연구배경 및 목적) 현대 사회에서 근대 산업 유휴시설은 지역적, 사회적, 문화적 욕구를 고려해 새로운 공간으로 재생되고 있다. 특히 중국은 1990년대 후반 ‘문화산업’이 활기를 띠기 시작하였고, 상해 황푸강 일대는 2010년 상해엑스포를 위해 개발되었다. 이와 연계해 상해시청과 슈후이구청은 과거 교통, 물류, 생산의 중심지였던 웨스트번드 지역의 대규모 공장과 공항을 2010년 폐쇄하고, 국영기업인 웨스트번드그룹의 주도로 ‘슈후이 수변지역’개발을 통해 성공적인 문화적 재생을 이루었다. 이에 본 연구에서는 과거 예술 불모지로 불리었던 상해 웨스트번드 지역의 형성과정과 문화적 재생을 통해 재생된 뮤지엄 사례를 건축 및 공간적 측면으로 구분하여 고찰한다. 이를 바탕으로 구체적인 사례분석 결과 및 문화적 재생 방향 모색을 목적으로 한다. (연구범위 및 방법) 본 연구의 지리적 범위는 슈후이구 동쪽이자, 황푸강 상류 일대 웨스트번드 지역으로 한정한다. 공간적 범위는 웨스트번드 내 건립된 리노베이션 뮤지엄 4개관으로 한정한다. 연구방법은 첫째, 문헌자료를 통한 문화적 재생에 관한 배경 및 정의, 특성을 분석한다. 이를 통해 사례분석을 위한 요소들 도출한다. 둘째, 인터뷰자료, 문헌자료 등을 활용해 웨스트번드 지역의 형성과정 및 현황, 정책을 고찰한다. 셋째, 문화적 재생특성을 중심으로 도면, 사진을 활용한 사례분석을 진행한다. (결과) 분석한 결과는 첫째, 4개 사례 모두 정체성 측면에서 우수한 평가를 받았다. 특히 과거의 기억과 전시공간의 성격을 고려한 공간계획이 우수하다. 둘째, 웨스트번드 아트센터와 탱크상하이는 외부 공공공간 조성을 통해 지역 내 사회적, 문화적 공공공간으로의 역할 및 가치가 높다. 마지막으로 웨스트번드 아트센터 외의 사례에서는 상업적인 운영 전략 및 전시유치에 집중하고, 지역 내 공공문화시설로서의 역할은 부족하다. (결론) 본 연구는 웨스트번드 지역 내 건립된 리노베이션 뮤지엄 사례를 통해 문화적 재생 방향 모색을 정성적 연구방법을 통해 진행하였다. 분석내용을 바탕으로 요약을 하자면 상해시청과 국영기업인 웨스트번드그룹이 주도한 합작 프로젝트는 성공한 문화적 재생사례로 가치가 높다. 따라서 개인이 아닌 문화적, 사회적으로 올바른 인식을 가진 공공단체를 위주로 한 ‘정부주도형 시장기반 운영’ 정책이 중요하다. 더 나아가 사업성과 공공성의 균형을 고려한 D.I(District Identity) 수립이 필요하다. 또한 문화적 재생시설과 주변과의 스케일 균형 및 연계성을 고려한 개발 방향이 필요하다. 방문객과 지역 주민들의 일회성 방문공간이 아닌 정주성을 높일 수 있는 생활밀착형 사회기반시설과 보행자 중심의 세심한 공공디자인이 요구된다.

영어초록

(Background and Purpose) In modern society, idle industrial facilities are being regenerated into new spaces in response to regional, social, and cultural needs. In particular, China began to see the activation of the “culture industry” in the late 1990s, and the Huangpu River area in Shanghai was developed for the Shanghai EXPO in 2010. In 2010, Shanghai City and Xuhui District shut down large factories and airports in the West Bund, which was formerly the center of transportation, logistics, and production, achieving successful cultural regeneration through the development of the "Xuhui Waterfront Master Plan" under the initiative of the state-run West Bund Group. This study considers the architectural and spatial aspects of the formation process and renovation museum cases in Shanghai’s West Bund, formerly called the “artless land.” Furthermore, the study aims to identify specific analysis results and cultural regeneration directions. (Method) The study’s geographical scope is limited to the West Bund in the Xuhui District and upstream of the Huangpu River. The spatial scope is to include four renovated museums built in the West Bund. First, the research method analyzed the background, definition, and characteristics of cultural regeneration through literature. Next, the factors for case analysis were derived. Second, the West Bund’s formation process, status, and policies were studied using interview and literature data. Third, a case analysis, using drawings and photographs, was conducted, with a focus on cultural regeneration characteristics. (Results) The results of the analysis show that all four cases received outstanding evaluations in terms of identity. In particular, space planning is excellent, considering past memories and the characteristics of exhibition space. Second, through the creation of exterior public spaces, the West Bund Art Center and Tank Shanghai have high values as social and cultural public spaces in the region. Finally, in all cases except the West Bund Art Center, the focus is on commercial operation strategies and exhibition attraction, while its role as a public cultural facility in the region is lacking. (Conclusions) This study used qualitative research methods to explore the direction of cultural regeneration through the case of a renovated museum in the West Bund. In sum, the “government-guided, market-based operations” policy is an important government policy that focuses on public organizations with cultural and social perceptions, rather than on individuals. Furthermore, it is necessary to establish a district identity (DI) that takes into account the balance between business and publicness. Moreover, development directions are needed, considering the scale balance and connectivity with respect to cultural regeneration facilities and their surroundings. Instead of a one-off visiting space for visitors and residents, there is a need for social overhead capital and public design to benefit pedestrians.
