중남미 신재생에너지에 관한 고찰 (In-depth Review of New & Renewable Energy in Latin American Countries)

초록

New and renewable energy means sustainable energy, and a sustainable energy future does not include significant fossil-fuel energy. Global targets, therefore, are stable atmospheric levels of greenhouse gases, especially carbon dooxide, and a sustainable energy development and consumption pattern that is based on new and renewable energy. There are 11 parts such as solar photovoltaic cell, solar space heating, biomass energy, wind power, hydropower, ocean thermal energy, wastes energy, geothermal in renewable and fuel cell, coal liquefied-gasfied energy, hydrogen energy in new energy. The development of new and renewable energy forms an important part of the 5 years green growth project in Korea. A renewable energy portfolio standard (RPS) will be introduced in 2012, which will make it mandatory for utility companies to produce 3 per cent of their electricity from renewable sources in the next three years, and increasing to 10 per cent in 2020. In Latin America countries, there are an abundance of natural resources such as mineral, biomass and forest resources. The other hand, Latin America countries have the imminent problems for the increasing in air pollutants and greenhouse gases due to the industrialization and urbanization rapidly. Therefore, Latin-America countries are best partner for green growth plan in korea with the highly technology related to the disposal and removal of pollutants and greenhouse gases. It is suggested that the following methodologies is to applied for green growth with win-win relationship in Korea and Latin-America . First, the philosophy for the Framework Act on Low Carbon, Green Growth, which is effective on April 14th ,2010 in Korea should be propagated to Latin America in order to keep environmental friendship both regions. Secondly, it is recommended that the exchange and cooperation fields for the action projects in green growth plan in korea is to established for sustainable economic development both regions. Thirdly, it is recommended that the whole responsible center as Korea-Latin America Green convergence center in HUFS for the exchange and cooperation fields is to operate for maintaining the humanism relationship rather than policy one. Fourthly, it is recommended that the special graduate school to Latin America is to established for cultivation the convergent distinguished experts in fields of culture, language, society, policy, economic, environment in Latin America.
