생태시민사회의 형성과 새마을운동의 도전 (The Formation of Ecological Civil Society and the Challenge of Saemaul Movement)

초록

공업주의, 자본주의, 관료제 등의 대변되는 현대의 거대사회적 흐름은 생태적 및 인간적 차원에서 거대한 위협요인으로 다가서고 있다. 이런 시대적 상황에서 생태적이며 지역친화적인 공동체의 부활은 대안사회의 새로운 가능성으로 등장한다. 이런 대안사회의 가능성은 기존의 지배중심적 믿음구조에서 탈피하여 생태소양적 품성을 지닌 생태시민을 육성하는 것과 밀접한 관련을 갖는다. 생태시민사회의 구축은 사회를 바라보는 우리의 인식전환에서 찾을 수 있으며, 그것은 곧 생태적 소양을 갖춘 생태시민의 육성과 직결된다. 이 논문은 그런 대안사회의 구축을 생태적 질서구조를 마련하는 것에서 찾고자 하며, 나아가 그런 대안적 질서구조의 마련을 21세기형 새마을운동의 핵심과제로 제안한다. 이 논문의 핵심내용은 다음과 같다. 우선, 생태시민사회의 등장을 기존의 지배중심사회의 특징과 비교하여 검토한다. 다음으로, 새마을운동이 생태시민사회의 형성에 어떤 기여를 할 수 있을지에 대해 논의한다. 마지막으로, 그러한 생태공동체의 형성을 농촌형(생태마을)과 도시형(도시재생)으로 나누어 제안함으로써 새마을운동의 미래지향적 실천가능성을 탐색한다.

영어초록

The modern giant social trend represented by industrialism, capitalism and bureaucracy etc. approach to us as a huge threatening factor in the domain of environment and human life. In this situation, the resurrection of ecologically- and local-friendly community can provide the new possibilities for a coming alternative society. These possibilities of alternative society is closely associated with the ecological cultivating citizen ability which had the ecological character. This is closely related to the paradigm shift from domination-oriented society to ecology-oriented society. It is because that the transition of our perception structure can be happened in the building of ecological civil society, and it is directly related to the ecological civil competencies. This study deal with the ecological framework(social order structure) as a newly paradigm for building an alternative society. Also, this study provide the core task of Saemaul movement in 21 century society as a good model of such an alternative social structure. The core contents of this paper are as follows. Fist of all, I examine the emergence and characteristics of the ecological civil society as contrasted with the characteristics of domination-oriented society. Subsequently, I deal with the relationship between the traits of ecological civil society and Saemaul movement. Finally, I explore the future-oriented possibility for practice of the Saemaul movement by suggesting the formation of ecological community in the rural type(ecological village) and urban type(urban regeneration)
