새마을운동 시기 소득증대사업의 전개양상 (The Development of the Project to Increase the Income during the Saemaeul Movement)

초록

1970년을 전후한 시기에는 정부와 농민들이 다양한 소득증대사업을 전개할 수 있는 조건이 성숙되어 있었다. 비료, 농약, 비닐 등 농자재 생산이 증가하였으며, 농협과 시장을 통해 농자재가 농민에게 안정적으로 공급되고 있었다. 또한 이 시기 정부의 농업정책은 농업의 구조조정이나 농가의 재편보다는 개별농가의 소득향상에 중점을 두는 방향으로 추진되었다.
새마을운동 시기 소득증대사업은 통일벼 재배 확대, 각종 경제작물의 재배, 축산 등을 통한 농업소득 증대와 겸업을 통한 농외소득의 증대로 요약될 수 있다. 1960년대에 비해 특징적인 사업은 통일벼의 재배와 겸업의 확대이고, 나머지 사업들은 1960년대의 사업을 계승하였다. 겸업의 확대, 경제작물과 축산 등을 통한 소득증대사업은 불합리한 유통구조, 가격의 불안정 등으로 인해 성과를 거두기 어려웠다. 이에 정부는 이중 곡가제와 통일벼 보급을 연계하면서 소득을 증대하는 방법에 총력을 기울였다. 정부는 농민에게 통일벼의 선택을 강요하고, 모든 농업관련기관을 총동원하여 생산방식을 통제하였다. 증산에 성공한 농민 모두에게는 이중 곡가제를 통해 소득을 일정정도 보존해 주고, 개별농민에게는 다수확시상제를 통해 보상체계를 마련하였다. 농민들도 현금수입의 확보, 마을발전 등을 위해 이전 시기보다 노동시간을 늘리며 정부의 정책에 호응하였다. 그 결과 새마을운동 시기에 절량농가가 사라지고 소득이 증대하였다. 보통의 농민들은 이러한 일들이 새마을운동 시기에 일어났기 때문에 소득증대사업 더 나아가 새마을운동이 성공했다고 인식한다.
그러나 농가소득의 향상이 산업화 과정에서 나타나는 농촌 사회의 붕괴를 저지하지는 못하였다. 특히 농업발전이나 전문적인 농민의 양성으로 연결되지 못하였다. 이러한 현상이 나타난 이유는 정부와 농민 모두에게 원인이 있었다. 정부는 이중 곡가제나 다수확농가에 대한 시상 등을 통해 일시적으로 농가소득을 보존해 주는 대신 농업의 구조조정, 전문적 농민의 양성에는 관심을 기울이지 않았다. 가장 성공을 거둔 통일벼의 보급과 확대마저도 일시적으로 쌀의 증산과 농가소득의 향상에 기여했으나, 이후 장기적인 농업발전으로 연결되지 못하였다. 도시로 이주하지 않은 농민은 현금소득을 일시적으로 확보한 후, 소득의 많은 부분을 자녀교육, 소비재 상품의 도입 등에 사용하였다. 농민들은 전문적인 농민으로의 성장, 농업 후계자의 양성, 장기적인 농업투자와 경영규모의 확대 등에는 소홀하였다. 그 결과 농업발전의 새로운 방향 정립과 산업화 과정 속에서 농업의 지위 확보는 점차 어렵게 되었다.

영어초록

The government and the farmers had reached various conditions to develop the projects to increase the income in the period around the 1970s. The productions of various agricultural materials such as fertilizers, pesticides, plastic etc. had increased and such materials were being stably provided to the farmers through the market and the National Agricultural Cooperative Federation. Moreover, the agricultural policy of the government had changed its focus from the reorganization of the farm or the restructuring of the agriculture industry to the increase of the income of the individual farmers.
The project to increase the income during the Saemaeul Movement can be summarized as the increase of income from non-farming jobs in addition to the increase of farming income and the extension of sideline jobs including the cultivation of Tong-il Rice, various commercial crops, stockbreeding etc. Comparing to the 1960s, the cultivation of Tong-il Rice and sideline jobs had increased during this period while the other business remained the same as in the 1960s. The project to increase the income through increase of sideline jobs, commercial crops and stockbreeding was difficult to succeed due to irrational distribution, unstable prices etc. That is why the government inclined whole its energy to increase the income connecting the double price system of the grain with the distribution of Tong-il Rice. The government was imposing the selection of Tong-il Rice to the farmers, and the production methods were controlled fully mobilizing the agriculture related organs. The income of the farmers who succeeded in increasing the production was preserved through the double price system, and the award system for the high yield was developed to reward the individual farmers. The farmers were also increasing the working hours in order to expand the income of the cash, development of the village etc. by positively responding to the policy of the government. As the result of such policy, the food-short farm household disappeared during the Saemaeul movement and the income of the farmers had significantly increased. As such matters for income increase occurred during the Saemaeul movement, the average farmers perceived that the Saemaeul movement had succeeded as well as the income increase.
However, the income of the farming households could not stop the collapse of the farming society because it accelerated the industrialization also in the farming society. Especially, the farming industry was not successfully connected to the professional training of the farmers. The reason of such phenomenon can be found in both the government and the farmers themselves. The government was securing the momentary income of the farmers through double price system, high yield awards etc. instead of restructuring the farming industry, professionally training the farmers etc. The most successful project of the distribution and increase of Tong-il Rice temporarily contributed to the increase of the distribution of the rice and income of the farmers, but it was not connected to the further long-term development of the farming industry. The farmers who did not move to the cities used the major part of the temporarily increased cash for the education of their children, purchasing of various consumer goods etc. The farmers neglected the professional growth of the farming industry, training of the successors, long-term investment into farming industry, the management etc. As a result, it gradually became more and more difficult to establish the new directions for the development of the agriculture and the security of the position of the farmers.
