농촌 리더역량이 주민 삶의 질에 미치는 영향요인에 관한 연구: 마을공동체 사업 추진을 중심으로 (A study on the factors affecting rural leader capacity on the quality of life of residents: Focusing on the promotion of village community projects)

초록

본 연구는 2023년 강원도 내 H자치 단체의 지역 계획수립의 기초자료로 수집된 데이터들을 비교 분석한 결과이다. 이 자료를 분석한 결과 농촌지역 사업 운영에 시사하는 몇 가지 중요한 영향요인들이 주민 삶의 질 측면에서 확인되었다. 그 결과는 다음과 같다. 마을공동체 사업 추진에서 리더의 역량이 높은 곳일수록 주민 삶의 질이 높고 공동체의식에 영향을 미쳐 주민의 경제활동에 까지 영향을 미치는 것으로 분석되었다. 정부는 사업비의 투입도 중요하지만 마을공동체내 주민역량을 높이기 위한 다양한 노력을 기울여야 한다. 특히 마을단위 리더들에 대한 역량을 높이기 위한 다양한 프로그램이 만들어져야 한다. 자치단체가 직접 교육역량을 높이 위한 대안을 만들기 어렵기 때문에 정부가 교육프로그램을 만들어 자치단체가 선택하도록 하는 것이 필요하다.
이러한 여건이 갖춰질 때 마을 소멸 문제를 극복하고 더 잘사는 삶의 질이 보장되어 농촌 마을공동체 활동이 보장될 수 있다. 지금까지 교육역량을 높이기 위한 많은 노력을 기울여 왔지만 농촌마을은 접근성이 불량하다는 이유로 사업추진을 하는 리더들을 대상으로 중복된 교육이 만들어져 운영되면서 여러 가지 문제점이 있었다.
이러한 결과들이 시사하는 정책적 시사점으로는 농촌이 소멸위기에 처해 있고 고령화 비율이 높아 생활공동체 중심의 문화복지교육프로그램을 다양화하는 것도 필요하다. 농촌마을의 지속가능한 발전을 위해 경제공동체로 발전할 수 있도록 역량있는 마을은 법인화를 위해 조직화해야 한다. 젊은 귀농귀촌자들의 참여와 공동체성을 갖게 할 수 있는 대안을 중심으로 마을역량이 갖추어진 마을은 구체적 계획을 세워 지원하는 방안이 만들어져야 한다.
이를 위해 ① 정부는 마을 공동체가 지속 할 수 있게 추진될 수 있는 역량강화 교육지원생태계를 만들어야 한다. 이를 위해 법 제도를 구축해야 한다. 그리고 자치단체도 실질적인 지원책을 만들어 마을 현장을 지원해야 한다. ② 각 마을의 자원, 여건, 리더 역량, 주민 구성원들이 다양하고 다르다. 그래서 마을 스스로 필요한 사업을 발굴하여 공공성을 살리면서 지속해서 발전할 수 있도록 해야 한다. ③ 정부는 농촌 리더중심 교육프로그램을 농촌이 지리적 접근성이 불량하기 때문에 ICT기술을 접목해 비대면 교육방식으로 바꿀 필요가 있다. 특히 자치단체가 지역에 적합한 프로그램을 선택하여 운영할 수 있도록 다양화해야 한다. ④ 농촌 마을 공동체를 활성화는 일은 마을공동체의 다양성을 살리고 주민 자치와 맥락을 같이 하면서 지방자치를 발전시킬 수 있는 적극적인 대안이다. 따라서 이는 주민 자치와 연계하여 지방자치를 정상화하는데 중요한 수단이 될 것이다.

영어초록

This study is the result of a comparative analysis of data collected as basic data for regional planning of H autonomous organizations in Gangwon-do in 2023. As a result of analyzing this data, several important influencing factors that have implications for business operations in rural areas were identified in terms of the quality of life of residents. the results are as follow. In promoting village community projects, it was analyzed that the higher the leader's competency, the higher the quality of life of residents and the impact on community spirit and even economic activities of residents. Although it is important for the government to invest project funds, it must make various efforts to increase the capacity of residents within village communities. In particular, various programs should be created to increase the capabilities of village-level leaders. Because it is difficult for local governments to directly create alternatives to increase educational capabilities, it is necessary for the government to create educational programs and allow local governments to choose.
When these conditions are met, the problem of village disappearance can be overcome, a better quality of life can be guaranteed, and rural village community activities can be guaranteed. Although much effort has been made to improve educational capacity, there have been various problems as duplicate education has been created and operated for business leaders in rural villages due to poor accessibility.
The policy implications of these results include that rural areas are in danger of extinction and the aging rate is high, so it is necessary to diversify cultural welfare education programs centered on living communities. For the sustainable development of rural villages, capable villages must be organized for incorporation so that they can develop into economic communities. Villages with village capacity should develop concrete plans and support measures focusing on alternatives that can encourage young returning rural residents to participate and develop a sense of community.
To this end, ① the government must create a capacity-building education support ecosystem that can be promoted so that village communities can sustain themselves. For this purpose, a legal system must be established. Local governments must also create practical support measures to support village sites. ② the resources, conditions, leader capabilities, and residents of each village are diverse and different. therefore, the village must discover necessary projects on its own so that it can continue to develop while preserving its public character. ③ the government needs to change rural leader-centered education programs to non-face-to-face education methods by incorporating ICT technology because rural areas have poor geographical accessibility. In particular, local governments must diversify so that they can select and operate programs appropriate for their region. ④ Revitalizing rural village communities is an active alternative that can preserve the diversity of village communities and develop local autonomy in the same context as resident autonomy. therefore, this will be an important means of normalizing local autonomy in connection with resident autonomy.
