사회복지사 노동시장의 미스매치와 전문성의 제약: 한국과 미국의 사회복지사 산업․교육․자격제도 비교 (Mismatches and Constraints in Social Work Labor Market: Comparing the Social Work Industry, Education, and Licensure Systems between the United States and South Korea)

초록

이 연구는 한국 사회복지사 인력양성의 미스매치를 확인하고자 미국과의 제도 비교를 수행하였다. 한국의 사회복지는 토착적 실천현장이 형성되기도 전 미국의 사회복지사 교육을 대학이 도입하면서 시작되었기 때문에 양국 비교는 미스매치가 발생하는 맥락으로서 의미가 크다. 연구결과, 한국 사회복지사 노동시장은 복지국가에 걸맞지 않은 사회복지시설 중심 산업, 일자리 수요를 고려하지 않은 교육기관의 과다 인력배출, 전문화된 직무를 고려하지 않은 자격제도로 특징된다. 첫째, 한국의 사회복지사 노동시장은 미국과 같이 병원, 학교, 정신보건, 교정시설, 재활시설 등 사회서비스 각계 영역의 주요 전문직으로 발전하지 못하고 사회복지시설 운영 그리고 지방자치단체의 복지행정에 국한된다. 둘째, 사회복지 교육은 교육계의 이해가 사회복지계의 이해를 압도한다. 미국은 인증된 석사교육과정을 통해서 사회복지사가 배출되고 졸업한 대다수는 전문직 현장에 취업하여 직업지위와 처우가 상대적으로 높게 형성되지만 한국은 인증된 교육기관 없이 자격증 취득 과정으로만 설치된 동일한 교과운영에서 파행적 형식주의가 만연하다. 셋째, 산업-교육의 미스매치가 발생하는 중심에는 현행 자격제도가 있다. 미국의 자격증은 임상실천의 직무역량 수준을 증명하는 단계별 라이선스지만, 한국의 자격제도로서 교과목이수제는 교육제도가 그대로 자격제도이며 사회복지시설 입직자격만 부여하는 기능을 한다. 이에 본 연구는 중장기적인 제도 개선 과제로 사회복지 교육제도와 자격제도의 분리(교과목이수제 폐지 및 전공인증제 도입), 자격갱신제와 함께 직무역량에 따른 차등화된 자격제도 운영, 사회복지 관련 산업의 질적 개선을 위한 사회복지시설의 직업경로 개발과 보건의료, 재활, 학교, 정신보건 등 각계 산업 영역에 사회복지사 인력배치 개선을 제안하였다.

영어초록

This study conducted an occupational analysis of the social work labor market in Korea and compared it with that of the United States. Given that Korean social work was influenced by the early adoption of American social work education, this study attempted to identify mismatches in the Korean social work labor market by examining various aspects, including the industry, education, qualifications, and treatment of social workers, in comparison to the United States. The findings are as follows. First, the Korean social worker labor market is limited to charitable organizations and local government welfare administration. It has not evolved into a major profession in social service industries, such as hospitals, schools, mental health, correctional facilities, and rehabilitation facilities, as seen in the United States. Second, social work education tends to prioritize the interests of educational institutions over the needs of the social work industry. In contrast, In the United States, accredited master’s education programs prepare their students to receive job offers from various social industries, resulting in relatively high job status and treatment. However, in Korea, social work education operates without an accredited system, following a uniform curriculum characterized by excessive formalism. Third, the license system is a central factor contributing to the mismatch between the labor market and education. In the United States, licensure is a tiered system that certifies the level of professional competence in clinical practice. In Korea, the licensure system is essentially an extension of the social work curriculum, which only grants qualifications for entry into social work agencies. Therefore, this study suggests the following implications: (1) separation of the social work education system and the qualification system (abolition of the course work completion system for license and the introduction of accreditation), (2) implementation of different license systems based on varying job skills, accompanied by a renewal mechanism, (3) development of career paths to improve the quality of social services, and (4) institutional improvement to facilitate social workers’ entry into diverse social services industries, such as healthcare, rehabilitation, and mental health.
