초록

King Yeongjo, through his reading and discussion of the Seonghak Jibyo/聖學輯要, revealed his political philosophy which considered himself as the ‘Master King(君師)'. He deeply agreed with the notion that the establishment of order and discipline(紀綱) would facilitate the Kings' agenda of easing the pain of the people and bettering their lives in general(安民). Therefore he strongly emphasized the importance of order and rules that should be observed by the vassals. Also, Yeongjo considered the old Kings Munwang/文王 and Muwang/武王, who had witnessed the corruption of the world and the loss of the way of things(世道), and then restored them to their original state, as the most principal cases of Master Kings.
Through implementing policies designed to serve the public well, Yeongjo tried to secure an image and status of himself as the Master king. The Gyunyeok reform was to help a larger group of people and not the just poor people. He was also determined to complete the dredging(濬川) project which was all his idea and devised against the objection of the vassals. Yeongjo wished to garner the willingly participation of the public in his projects, and also wished to establish his ruling authority as a Master king. Yeongjo's endeavor to become a Master king meant that he intended to restore the universe's way of things and care for the public.
