초록

The purpose of this research project was to provide an initial framework for developing a performance evaluation indicator for the athletic department at local governments. The present study focused on developing an initial performance evaluation indicator for local government’s athletic department. Among many sport events, two Olympic events such as track and field & tennis were chosen to build an initial framework. The Delphi technique was used for gathering data and to achieve a convergence of opinion on the performance evaluation indicator from a panel of experts. A panel of experts for each events was composed of professors, coach, and athletes. According to initial assessments from panels of experts of two sport events, the indicator focused on an individual athlete’s performance instead of evaluations by coaches or public officers in charge of the Athletic Department. The indicator was developed to grant scores based on individual athlete’s performances during competitions. Competitions or meets were classified by official classes or ranks provided by experts and the corresponding national associations. The research found the following results. Athletes belong to local governments generally participated in competitions that were selected by panels of experts. There were high correlation between the athletes performance and their annual salary. There were some cases that athletes with low performance levels received high annual salaries because each local governments had different criterions for deciding athletes’ annual salaries.
