‘아(我)와 비아(非我)의 헤게모니 투쟁’으로 본 북미관계 (U.S.-North Korea Relations: A View from the Perspective of “Hegemony Struggle between Us and Non-us”)

초록

이 글은 ‘아(我)와 비아(非我)의 헤게모니 투쟁’(‘아비헤투’) 정치 개념을 북미관계에 적용한다. 아비헤투 관점에서 북미 관계의 가장 큰 특징은 북한이 미국의 글로벌 헤게모니 질서에서 배제되어 있다는 점이다. 아비헤투 분류로 ‘홀로주체적 분리’에 해당한다. 북한의 홀로주체적 분리 상태는 탈냉전기에 본격화되었다. 이후 북한은 미국의 헤게모니 질서에 저항하는 한편 도발을 통해 미국과의 서로주체적 관계 수립을 도모했다. 미국은 북한이 자발적으로 변화하지 않는 한 홀로주체적 분리 상태를 유지하는 정책을 고수해왔다. 미국 헤게모니 질서에 대한 저항과 도발을 통해 서로주체적 관계를 모색하는 북한과, 북한의 홀로주체적 분리 상태를 유지하거나 북한의 일방적인 변화를 통한 홀로주체적 통합을 원하는 미국이 서로 부딪쳐왔다. 이러한 대립이 북미 간 교착상태를 초래하지만, 서로주체적 관계 정립의 길이 완전히 닫혀 있는 것은 아니다. 한국이 중재자 역할에 머물러 있는 상태에서 북미가 서로주체적 관계를 정립하는 경우 한국은 방기될 위험을 배제할 수 없다. 남과 북의 서로주체적 통합은 이 같은 방기 위험성을 줄이는 동시에 북미관계의 교착상태를 타개할 출구가 될 수 있다.

영어초록

In this paper I see the relations between the United States and the North Korea from my own conception of politics as “hegemony struggle between us and non-us.” The basic feature of the hegemonic relations between the U.S. and North Korea, from my own perspective, is the fact that North Korea is excluded from the American global hegemonic order. Which lies, in my own classification of hegemonic relations, in the category of “monosubjective separation.” North Korea didn‘t succeed, at the end of the Cold War, in integrating herself into the new American global hegemonic order. Since then, North Korea has sought to establish a kind of allelosubjective relations with the United States through various provocations while, at the same time, resisting the American hegemonic order itself. The Unites States has adhered to a policy of maintaining monosubjective separation status of North Korea unless the latter voluntarily changes. The kernel of the U.S.-North Korea hegemony relations has been the collision between the weird attempts of North Korea, on the one hand, to enter into an allelosubjective relations with the United States through hostile confrontation and hassles, and the monosubjective hegemony practices of the United States who wants to maintain the monosubjective separation status of North Korea unless the latter unilaterally changes herself into the American hegemony order. Although this confrontation has led to a stalemate between the United States and North Korea, the path to establishing allelosubjective relations with each other is not wholly closed. If North Korea and the U.S. establish an allelosubjective relationship while South Korea remains in the role of mediator between the two countries, the risk of South Korea being excluded or abandoned cannot be ruled out. The allelosubjective integration between South and North Koreas may reduce the risk of abandonment and at the same time serve as an outlet to break the deadlock in U.S.-North Korea relations.
