식품의 기술적 위험에 대한 소비자의 인식수준 비교분석: 유전자재조합식품, 식품첨가물, 광우병을 대상으로 (Comparative Study on Levels of Consumer's Perception of Food Risk Due to Technological Hazards: Focus on the Genetically Modified Foods, Food Additives, and Mad Cow Disease)

초록

식품의 기술적 위험이란 위험의 발생 원인이 식품 생산과정에 투입되는 화학적·기술적 요소에 존재하는 경우를 말한다. 이 위험은 위험의 내용을 이해하기 위해 상당한 수준의 과학지식이 요구되는 기술위험의 특성과, 위험의 결과가 소비자의 생명 또는 건강과 직결되는 식품위험의 특성을 모두 지니고 있다. 때문에 전문지식이 부족한 소비자들은 위험의 내용을 이해하기 어렵고 결과 또한 치명적인 이 위험에 대해 전문가들보다 높은 위험인식수준을 보인다.
이에 본 연구는 식품의 기술적 위험의 대표사례로서 유전자재조합식품, 식품첨가물, 광우병 세 사례를 선정하고 이들 사례에 대한 소비자들의 위험인식수준을 살펴보았다. 특히 소비자들의 위험인식수준을 측정함에 있어 P. Slovic의 심리측정방식(psychometric approach)을 적용하여 비전문가인 소비자의 위험인식의 수준과 내용이 보다 현실적으로 드러날 수 있도록 하였다. 자료 수집을 위해 연구는 온라인패널조사를 실시하였으며, 조사를 통해 아래와 같은 연구결과를 도출하였다.
첫째, 식품의 기술적 위험에 대한 소비자의 위험인식수준은 광우병(4.23), 유전자재조합식품(4.03), 식품첨가물(3.38) 순으로 높게 나타났다. 선행연구와 비교해보았을 때 광우병과 유전자재조합식품에 대한 소비자들의 위험인식수준이 상대적으로 증가한 반면 식품첨가물에 대한 위험인식수준은 감소했음을 알 수 있었다. 둘째, 요인분석을 통해 제시한 6가지 특성을 알려지지 않음과 통제가 어려움이라는 2개의 요인으로 묶고, 두 요인을 x축과 y축으로 하는 위험인지도 상에 세 사례를 배치시켜본 결과 응답자들은 유전자재조합식품을 알려지지 않았으나 통제가 가능한 위험으로, 식품첨가물을 알려져 있고 통제가 가능한 위험으로, 광우병을 알려지지 않았고 통제가 어려운 위험으로 인식하고 있었다. 셋째, 사회·인구학적 변수에 따른 소비자의 위험인식수준의 차이를 알려지지 않음 수준과 통제가 어려움 수준으로 나누어 살펴본 결과, 보수적집단이 진보적집단보다 유전자재조합식품에 대해 덜 알려져 있다고 인식하고 있었고, 50대와 60대, 대학원 재학이상의 학력, 자영업자 집단은 타 집단보다 유전자재조합식품의 통제가 더 어렵다고 인식하고 있었으며, 여성, 60대, 기혼자, 대학원재학이상의 학력, 전업주부 집단 응답자들은 타 집단보다 식품첨가물의 통제가 더 어렵다고 인식하고 있었다. 마지막으로 광우병에 대해서는 여성, 미혼자, 진보적 성향의 응답자들이 타 집단보다 광우병에 대한 통제가 어렵다고 인식하고 있었다.
이상의 결과를 토대로 본 연구는 식품의 기술적 위험에 대한 소비자의 위험인식수준을 보다 효율적으로 관리하기 위해 첫째, 사례별로 다른 소비자들의 위험인식수준과 내용을 고려하여 위험관리정책의 방향성을 소비자중심적으로 설정할 필요가 있으며, 둘째, 체계화된 소비자위험인식조사를 통해 시대별, 대상별로 차별화된 대응방안을 수립함으로써 제한된 정책적 자원을 보다 효율적으로 배분할 필요가 있음을 제언하였다.

영어초록

Food-technological risk indicates the risks that arise due to chemical and technological hazards which are included in the process of food production. Food-technological risk has both the characteristics of technological risk, which requires significant levels of scientific knowledge to understand the benefits and risks of the technology, and food risk, which is actualized by the ingestion of food and is connected directly with consumers’ lives and health. Because of those characteristics, consumers who lack expertise have difficulty understanding the contents of those risks and express subjective emotional reactions compared with professionals.
For this reason, this study selected genetically modified food (GMO), food additives, and mad cow disease as the representative cases for food-technological risk and investigated the level of consumers’ risk perceptions for those cases. Especially, for a more realistic measurement of the consumers’ risk perception, this study used P. Slovic’s psychometric approach. For this study, an online panel survey was conducted on 509 adult consumers. The study’s results obtained based on this are as follows:First, consumers’ risk perception levels about food technological risk was higher in the order of mad cow disease(4.23), genetically modified foods(4.03), and food additives(3.38). Comparing them with previous studies, the risk perception levels about mad cow disease and genetically modified foods were relatively higher while the risk perception level about food additives had relatively decreased when compared with the perception level in the past. Second, according to the results of the factor analysis, which was conducted to identify risk perception dimensions and draw up a risk cognitive map, consumers recognized genetically modified foods as an unknown but controllable risk, food additives as a known and controllable risk, and mad cow disease as an unknown and difficult–to-control risk. Third, the analysis results of the difference between the risk perception levels of consumer groups showed that consumers who have a more liberal political tendency perceived genetically modified foods as a more unknown risk; and consumers in their 50s or 60s, those with more than graduate degrees, and self-employed people perceived genetically modified foods as risk which is more difficult to control. Meanwhile, consumers in their60s, women, married people, with more than graduate degrees, and housewives perceived food additives as a risk which is more difficult to control; and consumers who are women, married, and have a more liberal political tendency perceived mad cow disease as a risk which is more difficult to control than other consumer groups.
Based on the previous results, for the more effective management of the level of consumers’ risk perception about food-technological risk, the study provides some policy suggestions as follows. First, the government should develop consumer-based risk management policies that take into more consideration consumers’ different levels and contents of risk perception from different risk cases. Second, the government should use limited policy resources more effectively by making and enforcing distinguished countermeasures for different periods and different consumer groups.
