3·1운동 및 대한민국 임시정부 백주년과 公共 議題 (The Public Agendas of Centennial Anniversary of the March First Independence Movement and the Korean Provisional Government Establishment)

2019년 3·1운동과 대한민국 임시정부의 수립이라는 역사적 분기점으로부터 백년을 맞이하였다. 올 한해 범정부 차원에서 이를 기억하고, 기념하기 위한 대대적인활동이 공공의 영역에서 이뤄졌다. ‘3·1운동 및 임시정부 수립 백주년’으로 고조된독립운동사에 대한 일반의 관심으로 많은 행사와 논쟁도 있었다. 독립유공자 포상, 기념일 지정 및 기념행사 개최 등 다양한 공공의 의제가 떠올랐다. 백주년 기념은전례 없이 국공립 박물관 기획전시에서도 대대적으로 치러졌으나, 대체로 3·1운동에집중되었으며, 임시정부 수립은 거의 다뤄지지 않았다.
학계에서도 백주년을 전후하며 수많은 학술행사와 연구기획이 이뤄졌다. 3·1운동의 대중성과 지역성, 다층성 등이 강조된 공동의 연구성과물은 3·1운동에 대한인식의 확산을 보여주기도 했다. 반면 대한민국 임시정부에 대한 학술 성과는 크게진전되지 않았다.
3·1운동과 대한민국 임시정부의 수립에 대한 기념은 일 년 내내 활발하게 치러졌다. 그러나 그것이 갖는 의미에 대한 사회적 논의가 진전되었는지에 대해서는 의문이남는다. 대한민국 임시정부와 대한민국 정부와의 역사적 계승이 선언적 구호에 그치지 않고, 구체적이고 이론적인 차원에서 진전되었다고 보기 힘들다. 또한 3·1운동의정신과 역사적 의의가 관성적으로 강조된 것은 아닌지 돌아볼 필요가 있다. 그럼에도불구하고 백주년은 우리 사회의 역사의식을 돌아보는 중요한 기점이었다. 즉 봉건사회와 제국주의를 극복하고 자유·자주를 선언한 3·1운동의 정신을 다시 한번 돌아보게 되었다. 또한 이에 동참한 수많은 개인들의 집단의식과 투쟁, 그것을 기억하고기념해 온 사회적 동력을 역사적으로 성찰하는 계기가 되었다.

영어초록

The March First Independence Movement and establishment of the Korean Provisional Government were the turning point the modern and contemporary history of Korea that was in the Centennial anniversary in this year 2019. The national and democratic will for independence, which led to the establishment of the Provisional Government, is why the events are judged to be the inflection point of the revolution of modern times. This year, pan-governmental events that celebrate centennial anniversary have taken place in the public domain. Governmental honoring events were held in Gwanghwamun Square where is the symbolic and open place.
Centennial Anniversary of the March First Independence Movement and the Korean Provisional Government Establishment was an important momentum to spread public awareness on the Independence Movement of Korea. Interest in Award for patriots, honoring the independence fighters, governmental events of the independence movement and public content consumption of independence movement was have increased.
Aspects of centennial anniversary celebrations were reflected in special exhibitions of national and public museums. Most national museums such as the National Museum of Korea and the National Museum of Korean Contemporary History and major public museums have held special exhibitions which were celebrating the centennial anniversary of the March First Independence Movement and the Korean Provisional Government establishment. Special exhibitions showed the March First Independence Movement intensively, the Korean Provisional Government establishment restrictively.
Research projects and Academic events were executed by the academic area. Research result which emphasized popularity, regional characteristics, and multiple subjects showed spreading public awareness of the March First Independence Movement. But, research results of the Korean Provisional Government establishment haven’t been much progress. Question of relations between Shanghai and unified government, characteristics and limitations of the Korean Provisional Government’s legitimacy have been raised, these issues were discussed restrictedly in the academic area.
Celebration of the March First Independence Movement and the Korean Provisional Government Establishment was actively executed all year around. However, it is hard to assure that social discussion was advanced. Especially, the historical succession of the Korean Provisional Government and the Republic of Korea government haven’t been advanced concretely and academically. Also, we need to look back that the spirit and historical significance of the March First Independence Movement was intuitively emphasized. Nevertheless, the Centennial Anniversary of the March First Independence Movement and the Korean Provisional Government Establishment was an important momentum to look back on our society’s historical consciousness.
