장애인 시설 체육프로그램 현황 및 활성화 방안: 우수장애인 및 서울소재 장애인전용 체육시설 중심으로 (A Current Status and Strategies for Activating Programs for Physical Education in Facilities for the Disabled: Focusing on Outstanding Disabled Facilities and Sports Facilities Exclusively for the Dis)

초록

연구목적 본 연구는 장애인시설 중 장애인체육 및 장애인공공체육 시설에서 운영하는 체육프로그램 활성화 방안을 종합적으로 모색하는데 목적이 있다. 연구방법 문헌연구 방법을 통해 장애인 체육시설 및 프로그램 관계법령과 장애인체육 관련시설 체육프로그램 분석하고 결과를 토대로 관련된 선행연구에서 문제점과 발전적인 방안 등을 검토하였다 결과 장애인시설에서 운영하는 체육프로그램의 활성화 방안으로 첫째, 장애인 및 장애인체육에 대한 융·복합적인 사고전환 및 인식개선의 확대, 둘째, 장애인복지분야와 체육분야가 연계한 협의체 구성을 통해 안정적이고 지속적인 지원, 셋째, 2018평창동계올림픽 유산의 시설 활용 및 융·복합적 프로그램을 개발 및 보급, 넷째,‘소규모 장애인 체육프로그램 운영 클럽’지정을 통하여 언제 어디서나 부담없이 체육활동 참여 환경의 조성, 다섯째, 전국의 장애인복지관 및 관련시설 그리고 공공체육시설에 체육지도자 확대 배치 의무화가 필요하다. 결론 본 연구의 결론은 장애인시설 스포츠프로그램 활성화를 위해 향후 외국의 선진시설의 시설-프로그램-리더 연계 및 프로그램 확대에 대한 광범위한 연구가 필요하고, 장애인체육시설의 문제점, 현황, 발전방향 등에 대한 표준화된 조사와 관련 전문가의 의견수렴이 필요하다.

영어초록

Purpose The goal of this study was to develop a comprehensive plan for activating sports programs run by parasports and public parasports facilities among the facilities for the disabled. Methods To achieve this goal effectively, literature review was performed to analyze the statutes regarding parasports facilities and programs and the sports programs in the parasports-related facilities. Results the results of which the problems and improvements found in the relevant literature were reviewed and the plan for activating sports programs run by facilities for the disabled was presented as follows: First, it is necessary to make a convergent and combined type of mental switchover in terms of the disabled and parasports and make greater improvement in awareness of the issue; second, it is necessary to give stable and sustainable support by forming a consultative body based on the partnership between the area of welfare for the disabled and that of sports; third, it is necessary to utilize the remaining facilities of the 2018 Olympic Winter Games and develop and supply convergent and combined programs; fourth, it is necessary to create an environment that allows one to feel free to participate in sports activity anywhere and anytime by designating a 'small parasports program operation club'; fifth, it is necessary to make it mandatory to place more sports leaders in welfare centers for the disabled and relevant facilities as well as in public sports facilities at the national level. Conclusion The conclusion of this study is that in order to revitalize sports programs for disabled facilities, extensive research on facility-program-leader linkage and program expansion of advanced facilities in foreign countries is needed in the future, standardized surveys on problems, status, and development directions of sports facilities for the disabled, and opinions from related experts are needed.
