한민족 이산 문제에 대한 사회적 관심도 제고 방안 : 정부의 노력과 역할을 중심으로 (Addressing Issues of Korean Separation: Government efforts to increase social interest)

초록

한민족은 19세기 중반부터 20세기 초반까지 조선말 사회 혼란, 서구 제국주의 침탈, 일제 강점 등을 거치며 일본, 만주, 연해주, 사할린, 중앙아시아 등으로 강제로 흩어졌고, 해방 이후부터 현재까지는 이념 대립, 한국전쟁, 남북한 체제경쟁, 북한사회 경제난 등으로 인해 한반도 남과 북으로 헤어져 대부분 생사조차 모른 채 살아가고 있다.
그동안 정부는 한민족 이산 문제 해결을 위해 오랜 시간 노력했다. 1971년 시작된 남북적십자회담은 1985년에 첫 남북 이산가족 상봉이라는 열매를 맺었고, 1970년대∼1980년대에 대한적십자사, 정부 기관, 언론사 등이 전개한 이산가족 찾기 활동으로 국내외 이산가족 수만 명이 생사를 확인하고 재회했다. 같은 기간 일본, 중국, 사할린 등에 거주하던 코리안 디아스포라의 귀환길도 조금씩 열렸고, 1990년대 이후에는 탈냉전의 영향으로 코리안 디아스포라의 귀환이 대규모로 이루어지고 있다. 2000년대에는 남북 당국 간 화해·협력 속에서 남북 이산가족 수만 명이 생사를 확인하고 재회하는 성과를 거두기도 했다.
하지만 이러한 성과는 한민족 이산 문제에 대한 한국 시민의 관심도가 과거에 비해 낮아지는 결과를 의도치 않게 초래했다. 이런 상황에서 정부가 다음과 같은 방안을 실천한다면 한민족 이산 문제에 대한 사회적 관심도 제고에 도움이 될 것이다. 첫째, 한민족 이산 문제 해결 목표를 ‘이산 트라우마 치유’로 설정하고, 한국 시민이 한민족 이산 문제의 ‘다양성’과 ‘현존성’을 인식할 수 있도록 노력해야 한다. 둘째, 한국 시민이 한민족 이산 문제를 일상에서 자주 감각할 수 있도록 한민족 이산 관련 문화행사, ‘한민족 이산 라키비움’, 한민족 이산 관련 예술작품 같은 다양한 장치를 갖춰나가야 한다. 셋째, 한민족 이산 관련 장소 답사를 활성화해 나가야 한다.

영어초록

From the mid-19th century to the early 20th century, the Korean people were forcibly dispersed to Japan, Manchuria, Primorsky Krai, Sakhalin, and Central Asia due to social chaos at the end of the Joseon Dynasty, the invasion of Western imperialism, and Japanese occupation. Since liberation in 1945, families have been separated between the south and north of the Korean Peninsula because of ideological confrontation, the Korean War, competition between North and South Korea, and economic hardships in North Korean society, often without knowing whether their relatives are alive.
The government has made significant efforts to address the problems stemming from the separation of the Korean people. Inter-Korean Red Cross talks, initiated in 1971, led to the first inter-Korean family reunion in 1985. Additionally, tens of thousands of separated families were reunited after confirming the status of their loved ones through efforts by the Korean Red Cross, government agencies, and media outlets during the 1970s and 1980s. During the same period, the return of the Korean diaspora residing in Japan, China, and Sakhalin was carried out on a small scale. Since the 1990s, the return of the diaspora has occurred on a larger scale due to the post-Cold War environment. In the 2000s, amid reconciliation and cooperation between the authorities of the two Koreas, tens of thousands of families separated between North and South Korea confirmed each other’s status and reunited.
However, these achievements unintentionally diminished public interest in the separation of the Korean people. In this context, the following measures could help increase societal awareness of the issues caused by this separation. First, addressing these problems should focus on “healing the trauma of separation,” with efforts to ensure that Korean citizens recognize the “diversity” and “presentness” of the separation issue. Second, mechanism should be established to help citizens regularly encounter the separation issue in their daily lives, such as cultural events related to the separation, a “Korean People’s Separation Larchiveum,” and artistic works addressing the topic. Third, tours related to the separation of Koreans should be actively promoted.
