지방공기업의 사회적 가치 실현을 위한 새로운 사회구성원 이해교육의 방향: 청년세대, 이민자, 탈북민을 중심으로 (A Study on the Direction of Awareness Education about New Social Members to Realize Social Value of Local Public Enterprises: Focusing on the Young Generation, Migrants, and North Korean Defectors)

초록

본 연구는 지방공기업 역할제고 및 역량강화 차원에서 새로운 사회구성원 이해교육의 필요성을 분석하였다. 최근 한국은 공공영역이 사회적 가치 실현의 선도적 주체로 부상하면서 지방공기업 경영에도 적극적이고 창의적인 경영활동을 통한 성과창출이 중요시되고 있다. 지방공기업의 내･외부적 관점에서 새로운 사회구성원 이해의 필요성을 분석한 결과는 다음과 같다.
첫째, 지방공기업 혁신경영에 있어 새로운 사회구성원은 세대, 글로벌환경, 지정학적 맥락을 기준으로 한 청년세대, 이민자, 탈북민이 고객 및 동료의 관점에서 제시되었다.
둘째, 사회적 가치 실현을 위한 지방공기업 혁신경영에 있어 고객/대상여백선정이 매우 중요한 과정이며 선정된 대상을 잘 이해하는 것이 성과창출에 도움이 됨을 확인하였다.
셋째, 지방공기업 경영의 사회적, 윤리적 책임이 강조되고 평가지표에 적극적으로 반영되면서 고유 업무특성에 따라 새로운 사회구성원 이해를 위한 교육프로그램 지원이 필요한 것으로 나타났다.
넷째, 지방공기업 임직원 교육제도 현황을 검토한 결과 새로운 사회구성원 이해교육과정 개발을 위한 연구 및 협력의 필요성이 확인되었다.
본 연구는 지방공기업 경영의 사회적 가치 실현 등 역할제고와 역량강화를 위해 평가영역만이 아니라 도움이 되는 교육영역의 중요성을 제기하였다는데 의미를 지닌다.

영어초록

This study analyze the need of awareness education about new social members in terms of enhancing the role of local public enterprises and enhancing their capacity. As the public sector has recently emerged as a leading player in realizing social values, it has become important for local public companies to generate results through active and creative management activities.
The results of an analysis of the need for understanding new social members from the internal and external perspectives of local public enterprises are as follows: First, the new social members in innovative management of local public enterprises whose presented from the perspective of their customers and colleagues are young people, immigrants and North Korean defectors based on generation, global environment and geopolitical context.
Second, it is confirmed that customer/subject selection is a very important process in innovative management of local public enterprises for realizing social values and that a good understanding of the selected targets is helpful in generating performance.
Third, since the social and ethical responsibility of the management of local public enterprises is emphasized and actively reflected in the evaluation index, it is found that support of education programs is needed to understand new members of society according to their unique work characteristics.
Fourth, after reviewing the status of the education system for executives and employees of local public enterprises, the need for research and cooperation in developing new awareness education course for new social members was confirmed.
This study is meaningful in that it raised the importance of a helpful educational area as well as an evaluation area in order to enhance the role and capacity of the management of local public enterprises, including the realization of social values.
