지방자치단체 민주시민교육의 의의 및 법정책적 제언 (The Significance and Legal Policy Suggestions of Democratic Civic Education by Local Governments)

초록

오늘날 우리나라의 민주시민교육은 선거연수원 및 시·도교육청 등을 중심으로 전개되고 있다. 하지만, 앞으로 우리나라의 민주시민교육이 지금보다 더욱 활성화되기 위해서는 민주시민교육에서의 지방자치단체의 역할론에 대한 고민이 필요하다. 현재 각 지방자치단체가 나름의 계획 하에 지역 사회에서 민주시민교육을 실시하고 있음에도 불구하고 지방자치단체의 민주시민교육은 그다지 주목받지 못하는 실정인바, 이에 기존의 민주시민교육과는 별개로 지방자치단체의 민주시민교육이 가지는 의의 및 앞으로의 정책방향 등을 정리해 볼 필요가 있다. 민주시민교육의 주체성 논의는 배제와 독점의 관점이 아닌 병립과 보완의 관점에서 접근할 필요가 있다고 본다. 지방자치단체의 민주시민교육은 기존의 민주시민교육이 가지는 교육대상 및 교육내용의 한계를 극복하는 대안이 될 수 있고, 현행 실정법 규정 및 제 원칙에도 부합한다. 또한, 예산, 인력, 조직 등을 갖춘 종합행정의 수행자인 지방자치단체는 타 주체에 비해 보다 수월하게 민주시민교육정책을 추진할 수 있다. 이러한 지방자치단체의 민주시민교육은 정치적 중립성, 전문성과 다양성, 그리고 개방성 등을 정책의 핵심 가치로 삼아야 하며, 민주시민교육 지원 법령의 입법 촉구 및 관련 자치법규 마련 등의 법제화 작업, 기초와 광역지방자치단체 간 민주시민교육 관련 사무의 구분 설정 및 타 지방자치단체와 차별화되는 교육 콘텐츠의 구성·운영, 전문기관 인증제 및 전문인력 양성시스템 마련과 함께 별도의 전담 법인 신설 등 민주시민교육 관련 인프라의 구축, 그리고 주민 인식조사의 실시를 통한 수요자 맞춤형 교육계획 등을 중심으로 구체적인 정책들을 수립·시행함으로써 국내 민주시민교육의 중요한 한 축으로 기능해야 할 것이다.

영어초록

Today, democratic civic education in Korea is being developed mainly at the Korean Civic Education Institute for Democracy(KOCEI) and the metropolitan and provincial offices of education. However, in order for democratic civic education in Korea to become more active in the future, it is necessary to consider the role theory of local governments in democratic civic education. Although each local government is currently conducting democratic civic education in the local community with its own plans, the democratic civic education by local governments is not receiving much attention. Therefore, it is necessary to review the significance of democratic citizenship education and future policy directions. The discussion on the subjectivity of democratic civic education needs to be approached from the viewpoint of parallelism and complementation, not from the viewpoint of exclusion and monopoly. The democratic civic education by local governments can be an alternative to overcoming the limitations of the educational subject and educational content of the existing democratic civic education, and it is also in line with the current regulations and principles of positive laws. In addition, local governments, which are the performers of comprehensive administration with budget, manpower, and organizations, can promote democratic civic education policies more easily than other subjects. For democratic civic education by local governments, political neutrality, expertise, diversity, and openness should be the core values of the policy. The main policies for revitalizing democratic civic education by local governments include urging to legislate the democratic civic education support laws and legislating related municipal ordinances and regulations. It is also important to set the division of affairs related to democratic civic education between basic and metropolitan local governments, and to organize and operate educational contents that are differentiated from other local governments. The establishment of an infrastructure related to democratic civic education, such as the establishment of a separate dedicated corporation, along with a certification system for professional institutions and a system for nurturing professionals, is also a major policy for revitalizing democratic civic education by local governments. In addition, it should function as an important axis of domestic democratic civic education by establishing and implementing specific policies centering on education plans tailored to consumers through the implementation of resident perception surveys.
