정보ㆍ문화 산업과 미중 신흥권력 경쟁 : 할리우드의 변환과 중국영화의 도전 (Information-culture Industries and U.S.-China Competition for Emerging Powers : Transformation of Hollywood and the Challenge of Chinese Movies)

초록

이 글은 21세기 선도부문으로서 정보ㆍ문화 산업, 그중에서도 특히 영화산업에서 벌어지는 미중신흥권력 경쟁을 이해하는 ‘3단 문턱 경쟁’의 분석틀을 제시하였다. 먼저, 기술경쟁의 양상을 보면할리우드가 새로운 시장을 향한 변환의 전략을 모색하면서 여전히 글로벌 영화산업의 흐름을 주도하고 있는 가운데, 중국이 국내 시장의 꾸준한 성장과 기술력 향상을 바탕으로 도전하고 있는 모습이다. 둘째, 표준경쟁의 관점에서 볼 때, 할리우드가 업계의 표준을 장악하고 있는 것은 사실이지만, 국내 시장의 막대한 규모와 자본력을 내세워 새로운 모델을 제시하려는 중국의 도전도 만만치 않다.
끝으로, 매력경쟁의 차원을 보면, 영화 콘텐츠의 내용적 매력을 발산하려는 영화 업계의 노력과 이를 지원하는 양국 정부의 정책과 제도 경쟁도 빼놓을 수 없다. 요컨대, 이 분야의 미중경쟁은 단순히시장점유율이나 기술혁신을 놓고 벌이는 전통적인 경쟁을 넘어서 표준의 장악과 매력의 발산, 규모의 변수와 체제의 성격까지도 관련되는 신흥권력 경쟁으로 이해되어야 한다. 따라서 이러한 경쟁의결과는, 기존의 세력전이 이론이 상정하는 것과 같이 권력이동의 단순구도에서 어느 한 나라의 단판승을 논하는 종류의 것이라기보다는, 미국과 중국이라는 두 개의 ‘네트워크 국가’가 서로 공생적인경쟁을 펼치는 구도로 나타날 가능성이 크다.

영어초록

This paper develops a theoretical framework of “triple-thresholds competition” to understand the U.S.-China competition for emerging powers in the information-culture industries as leading sectors in the 21st century, particularly paying attention to the case of movie industry. At the first threshold of ‘technological competition,’ leading global markets of the movie industry, Hollywood has driving itself to pioneer new market frontiers; China, exploiting the large scale of its domestic market, is continuously attempting to advance its technological capabilities for producing better movies. At the second threshold of “standard competition,” while Hollywood is still dominating de facto standards in the global movie business, China’s challenge is rapidly uprising, and pursuing for its own standards, based on the large scale of its capitals and people. At the final threshold of “soft power competition,” the United States and Chinese movie producers are competing for making their movie contents more attractive to their domestic and global audiences, and their governments, designing their public policies and other industrial institutions, are making efforts to support competitiveness of their movies. In short, the currently observing U.S.-China competition is not only an industrial competition of the traditional senses over market shares or technological innovation, but it is also a new mode of competition questing for emerging power, in other words, for business standards and soft power, and even for the effectiveness of their socio-political systems. In this perspective, the consequences of the new competition for emerging powers would not be a simple result of win or lose as a form of horizontal shift from one to the other nation, as depicted by the theory of power transition, rather they could be a complex configuration of “copetition,” which means a symbiosis of cooperation and competition, between the United States and China—two “network states.”
