한·미 상호운용성 강화 방안 고찰 (A Study on Measures to Strengthen ROK-U.S. Interoperability)

초록

최근 한미동맹이 강화되고 있는 전환기적 상황 속에서 한국군은 국방환경의 도전을 극복하기 위해 국방혁신 4.0을 추진하고 있으며, 韓 육군도 유·무인 복합체계에 기반한 Army TIGER 체계 전환을 가속화하고 있다. 향후 한미동맹의 강화와 연계하여 한·미 연합작전태세를 한 차원 더 발전시켜 나가야하는 시대적 요구에 부응하기 위해서는 무엇보다도 한·미 상호운용성(Interoperability)을 강화시키는 노력이 필요하다. 2022년 10월 美 육군이 다영역작전(Multi-domain Operations, 이하 MDOs) 개념(Concept)을 기본교리(Capstone doctrine)로 통합하고 다영역작전특수임무부대(MDTF)를 창설·운용하며 미래전 양상에 대비하고 있는 상황에서 韓 육군은 지상작전 교리발전과 연계하여 한·미 상호운용성 강화에 박차를 가해야 한다. 따라서 본 연구에서는 한미동맹 강화와 연계하여 한·미 연합작전태세 확립의 핵심요인이라고 할 수 있는 상호운용성 발전방안을 고찰하였다. 이를 위해 한·미 교리문헌에 대한 심층분석을 통해 상호운용성의 개념과 중요성을 확인하였고, 美 육군의 상호운용성 관련 사례연구를 통해 한·미 상호운용성을 강화하기 위한 전투발전요소 및 정책분야 발전방안을 제시하였다.

영어초록

At the Korea-U.S. Summit in April 2023, the ROK-U.S. alliance was defined as a ‘Global comprehensive strategic alliance.' Accordingly, the scope of the ROK-U.S. alliance is expected to expand to the cyber and space areas, including the ground, sea, and air, and the nature of the alliance will also change into a ‘Capability-base alliance' in which the role of the ROK military is strengthened. In addition, the two countries are expected to further strengthen joint exercises and training to establish a combined operational posture. Therefore, this study evaluated that it is urgent to strengthen ROK-U.S. interoperability in order to establish a ROK-U.S. combined operational posture and implement a ‘Defense Innovation 4.0' and ‘Peace by Force' plan amid the recent strengthening of the ROK-U.S. alliance. Given the current situation, the concept and importance of interoperability presented in the ROK-U.S. doctrinal literature were analyzed, and the development plan of the ROK Army was presented by in-depth consideration of the trend of strengthening interoperability of the U.S. Army. As a result of the study, it was confirmed that the application and verification of the concept of interoperability throughout the seven elements of combat development and policy areas are necessary to develop interoperability, which is a key factor in establishing a ROK-U.S. combined operational posture. Strengthening interoperability between South Korea and the U.S. has become a task of the times, and a policy approach is needed to strengthen interoperability throughout the defense sector in the process of promoting the Defense Innovation 4.0 in the future. This study has policy implications in that it presents development plans by reviewing the current status of doctrine improvement and cases of strengthening interoperability of the U.S. Army, the main body of the ROK-US alliance. Therefore, in the future, there is a need for the ROK Army to support the implementation of Defense Innovation 4.0 as a key element of ground operations and to further strengthen interoperability to establish the ROK-US joint operational posture.
