친일세력 미청산의 배경과 원인 (The Background and Reasons why the Pro-Japanese Group was not Cleared Off)

초록

친일파 청산문제는 1945년 8월 15일부터 60년이 흐른 지금까지 끊이지 않게 제기되는 한국현대사의 화두였다. 이에 관한 연구논문도 다양하다. 지금까지 발표된 논문의 대체적인 논지는 미군정과 이승만에 의해 친일세력들이 그들의 영어실력이나 반공투쟁 경력, 그리고 우수한 행정경험 때문에 친미우파 보수세력으로 간주되어 중용된 것으로 보고 있다. 물론 반공투쟁경력이 중요한 변수이긴 하지만 왜 반공투쟁경력을 내세우는지에 대한 명쾌한 논증이 제시되지 않는 아쉬움이 없지 않다.
미군정의 친일세력 옹호와 중용의 결정적 요인은 그들이 점령한 남한에서의 공산주의 또는 사회주의 세력의 극성 때문이었다. 여론조사결과 남한주민 70% 이상이 공산주의 또는 사회주의를 선호한다는 사실에 당혹한 미군정은 막대한 인명과 전비를 들여 전승국으로서 패전국 영토로 차지한 한반도와 일본열도에 자국의 자본주의 이념에 반하는 반미국가가 수립되는 것을 용인할 수는 없었다. 바꿔 말하면 반미ㆍ친소국가수립을 목표로 하고 있던 공산주의세력들의 요구를 그대로 방치하거나 결코 수용할 수 없었던 것. 전략상 부득이하게 38선을 긋고 그 북쪽을 공산주의 국가인 소련에 넘겨줘 위성국가수립이 진행되고 있는 것을 감안할 때 자신들이 점령한 남한에서만이라도 자국의 이익에 반하는 체제를 받아들일 수 없었음은 물론이다. 생사를 걸고 치열하게 싸워 차지한 먹이를 절대 빼앗기지 않는 동물들의 생존본능의 자연법칙이 국가 간에도 필연적으로 적용된다는 사실, 이같은 자연법칙에 따라 미국 역시 그들이 악전고투 끝에 차지한 한반도 남쪽을 자국의 자본주의 이념에 배치되는 공산주의 국가가 수립된다거나 적대적인 소련과 가까운 친소국가가 수립되는 것을 지켜보면서 자신들이 남한에서 떠나야하는 패배를 감수할 수 없다는 현실은 자명했다. 여기에 친미반공국가를 수립해야겠다는 미국의 정책은 화고하고 필연적이었다. 이 때문에 5만 명 남짓인 약세의 군사력만으로는 극성을 부리고 있는 공산주의 세력을 척결하고 질서를 유지하는 반공정책을 수행하기 어렵다는 현실을 타개하기 위해 일찍이 반공전선에 종사했던 친일경찰과 군, 그리고 행정관리들을 중용하지 않을 수 없었던 것으로 보아야 한다. 물론 여기에는 그들의 국익차원에서 최소한의 경비와 생명을 담보하기 위해 자국민이 아닌 친일한인경찰 및 관료들을 끌어들였다는 현실론에도 무게를 두지 않을 수 없다.
이러한 배경이 결국 친일경찰 및 관료들, 그리고 영어 잘하고 자본주의 이념에 이해가 많은 보수 우파적 유산세력, 비록 친일성향이지만 반공성향 역시 투철한 이들을 중용하는 결과로 이어졌다. 하지가 설파한 대로 ‘친일파 청산은 당신네들의 문제’라며 남조선과도입법의원이 의결한 「부일협력자ㆍ민족번역자ㆍ전범ㆍ간상배에 대한 특별법률조례」, 일명 ‘친일파 숙청법’의 승인을 일축했던 일을 상기할 필요가 있다. 그러므로 남한 내지 대한민국에서의 친일파 미청산의 직접적인 배경과 원인은 공산주의 극성과 자본주의 국가인 미국의 국익에 배치되면서 빚어진 필연적인 현상이었다. 또한 미국의 군사력 취약과 행정관리 부족 등의 원인도 부수적으로 작용했다는 점이다. 여기에 일찍부터 반공주의를 지향해온 초대대통령 이승만의 무절제한 충성심(아첨)의 수납과 민주주의 또는 민족의식결여에 따른 장기집권욕망도 한몫했음은 물론이다.
미군정은 차치하고라도 이승만의 친일파 미청산과 독재정치에도 불구하고 대소봉쇄를 전제로 하는 동북아안보정책을 수행하고자하는 미국의 불가피한 독재정권 선호에 편승한 친일세력들이 기승을 부리는 바람에 단말마적인 독재정권과 인권유린이 반세기동안 지속되는 한국현대사의 굴절로 이어졌음은 물론이다.

영어초록

The clearing of pro-japanese group has been a constant issue of modern Korean history for 60 years since August 15th 1945. There are many theses regarding this issue as well. Most of those theses claim that the U.S military government and Lee, Seung-Man gave the pro-japanese group important positions because of their English proficiency, experience in anti-communist movement and superior administrative ability. Of course, experience in anti-communist movement is an important factor the reason of that importance has not been clearly presented yet.
The decisive reason why U.S military government appointed the pro-japanese group to important positions is because of the communist or socialist forces in South Korea. According to a survey of public opinion, more than 70% of the residents in South Korea stated that they preferred communism or socialism and the U.S military government was perplexed by the result. They could not allow South Korea or Japan to become an anti-US and anti-capitalism nation since South Korea was the result of significant loss of lives and money. In other words, they could not accept the demands of communists of which the purpose was the establishment of anti-US and pro-Soviet Union nation. U.S military government had to draw a 38th parallel and give the northern part to the Soviet Union which was a communist nation. Therefore, they had to at least prevent South Korea from becoming a nation that is against their own interests. It is the instinct of animals that they never get deprived of their preys which they acquired with their lives and sacrifice and this is applied to the nations as well. The United States occupied South Korea after desperate struggles and they could not accept the fact that they had to leave South Korea since it was becoming a communist nation or pro-Soviet Union nation. Also, the policy of the United States which was to establish a pro-United States and anti-communism nation was clear and inevitable. They realized it was difficult to establish an anti-communism nation by getting rid of the communist forces with small number of military forces of 50,000 soldiers so they had no way but to appoint the pro-Japanese group such as pro-Japanese police officers, soldiers and administrators to important positions because they had experience in anti-communist movements. Of course, another reason is that U.S military government had to draw Korean pro-Japanese police officers and public officials to protect the expenses and lives of their own nation.
These background led to the results that pro-Japanese but also anti-communist groups and conservative rightists who were proficient in English and capitalism as well as the pro-Japanese police officers and administrators to be appointed to important positions. It has to be reminded that the U.S military government denied to approve 'The pro-Japanese group liquidation act' passed by the South Korean Interim Legislative Assembly saying that 'The liquidation of pro-Japanese group is your own issue'. Therefore, the direct cause why pro-Japanese group was not completely liquidated in South Korea was the result of communist forces in South Korea and the national interest of the United States which was a capitalist nation. In addition, the weakness of the U.S military forces and lack of administrative management were also the additional reasons. On top of that, the excessive loyalty(adulation) of the first president Lee, Seung-Man who had been against communism for a long time and his desire for long-term seizure of power cause by lack of nationalism performed an important role as well.
Apart from the U.S military government, the pro-Japanese groups took advantage of the preference of U.S military government towards the dictatorship by Lee, Seung-Man to execute security policy in Northeast Asia based on the restriction of Soviet Union. Therefore, the miserable dictatorship and infringement of human rights had been continued for a half century and it led to the national tragedy.
