배리어프리 인증 건축물에 대한 유니버설디자인 적용 연구 (A Study on the Application of Universal Design on the Barrier-Free Buildings)

초록

국토교통부와 보건복지부는 사회적 약자를 위한 사회기반시설 확충에 대한 문제에 주목하고 이에 대응하기 위해“장애물 없는 생활환경(Barrier free) 인증제도”를 마련하여 시행하고 있다. 본 연구는 배리어프리 인증제도의 평가지침이 장애인을 중심으로 구성되어 건강한 일반인이 건축물을 이용하면 편리하게 느끼거나 이용만족도가 향상되지 않는다는 점에 주목하였다. 일반인의 만족도를 높이기 위해 개인의 다양한 특성을 배려할 수 있는 평가항목을 분석하여 건축물 설계에 적용하면 일반인의 이용만족도가 향상된다는 관점에서 연구가 접근되었다. 연구의 방법은 선행연구의 문헌고찰, 배리어프리 건축물 28개소 현장조사, 사용자의 이용만족도 설문조사를 실시하였다. 연구결과 배리어프리 인증지침이 시각과 지체에 장애가 있는 사용자와 관련된 항목에 편중되었다는 것이 확인되었고 배리어프리 건축물의 이용만족도 설문분석 결과, 이용자만족도는 배리어프리 설계가 적용되었음에도 “보통” 수준으로 나타났는데, 일반인의 편의를 위한 다수의 항목이 배제되었기 때문이었다.
본 연구는 분석된 결과를 통해서 불특정다수가 이용하는 건축물을 설계할 때 장애인, 노약자 등 사회적 약자는 물론 건강한 일반인도 만족할 수 있도록 유니버설디자인 개념의 도입을 제안했다. 본 연구에서 제안된 사용자의 특성에 따른 편의시설 항목을 건축물을 설계할 때 적용함으로서 이용만족도를 향상시킬 수 있다. 본 연구는 배리어프리 평가지침의 항목 범위 내에서 이용자만족도와 개선항목을 분석한 결과이므로 개선항목이 한정적이라는 점과 건축물을 정비하기 전과 후의 이용만족도를 실증적으로 분석하지 못한 것이 본 연구의 한계이다.

영어초록

In a bid to expand the social infrastructure for the socially underprivileged, the Ministry of Land, Infrastructure and Transport and the Ministry of Health and Welfare have established and are implementing the Barrier-Free Certification Program. Being aware of the fact that the evaluation guidelines of the program are focused on the disabled only, we took note that the healthy general public may feel uncomfortable or dissatisfied when using such facilities. This study is based on the assumption that the satisfaction of the general public could be enhanced if the evaluation points accommodating diverse individual characteristics are applied upon the design of such facilities. As for the methodology of the study, we examined the preceding studies and conducted field studies in the 28 barrier-free buildings and the questionnaire survey on the user satisfaction. The results showed the certification guidelines are concentrated on the factors that are related to the visually impaired and physically challenged users, and an analysis of the questionnaires on the satisfaction level of the facilities only resulted in a medium level of satisfaction despite the application of the barrier-free features on the installations. We judge the results are attributable to the elimination of the convenience features for the general public.
This study proposes that, when designing any buildings intended for the use by many and unspecified persons, such facilities be designed based on a concept of universal design that can also satisfy the general public users as well as the handicapped persons. The application of the user characteristics-based convenience features this study proposes can contribute to the enhancement of the user satisfaction. As this study is an analysis of the user satisfaction and the items requiring improvement within the range of the barrier-free evaluation guidelines, it has its limit that in that the items requiring improvement are limited and no empirical analysis has been conducted on the satisfaction levels before and after the renovation of the facilities.
