초록

이 글에서는 서울 현대사의 내용 구성에 대해 논하고 그 구성과 관련된 사료로서의 기록물에 대해 정의한다. 아카이브가 미발달한 우리의 경우, 존재하는 사료를 귀납적으로 분석하여 기록물의 범위와 유형을 논하는 것은 적절치 않다. 불균형적, 국부적으로 기록물의 범위를 정의하게 될 가능성이 높기 때문이다. 따라서 편찬의 내용 구성을 위주로 연역적으로 분석을 하여 기록물의 범위와 유형을 정의하는 것이 실효적이다.
시사는 제도사나 시 관할 사업, 건물 등의 역사에 집중하는 것이 옳다는 주장도 있을 수 있다. 하지만 시민, 마을공동체 등 새로운 주체가 중시되고 시정 운영에 있어서도 거버넌스가 강조되는 지금의 시점에서 기존의 일반적인 시사에 대해 근본에서 다시 생각할 필요는 충분히 있다. 행정․제도사뿐만 아니라 서울 시민의 삶의 영역까지를 포괄하는 시사 편찬, 다중 주체의 참여와 네트워크에 의해 진행되는 시사 편찬을 적극적으로 고려할 때이다.
전체사이자 미시사인 시사, 사회구조사이자 신문화사인 시사, 제도․사회경제사이자 생활사인 시사와 같은 관점에서 시사 편찬을 고려하는 것도 지금의 상황에서는 나름의 진전이라 생각한다. 이 정도의 수준에서 시사 편찬의 전략 방향을 설정하고 이에 조응하는 사료 발굴과 이용, 아카이브의 성격에 대해 논의하는 것은 제도사 위주의 시사, 행정 기록물 위주의 기록물관리를 개선하는 데 도움이 될 것이기 때문이다. 민중생활사연구단, 서울학 연구소의 생활․문화변천사 편찬 작업에서 사용한 영역구분은 생활사를 포함한 시사 편찬의 영역을 설계하는 데 도움이 된다.
기록학에서 진행된 도큐멘테이션 전략론, 거시평가론, 영국의 OSPs 등 역시 시사 편찬 영역을 설계하는 데 중요한 시사점을 제공한다. 리차드 콕스가 지역 도큐멘테이션 전략의 차원에서 제시한 일반 영역 역시 참고할 만하다. 영국 기록청은 기록을 수집하는 도구로서 OSPs 60여 개를 개발하고 국가와 시장경제, 시민사회 할 것 없이 유관 기록을 통합적으로 수집하는 시도를 하고 있다.
이들을 종합해 보면 서울 현대사는 일반공공행정, 공공질서 및 안전, 자연과 환경, 도시공간․지역개발, 교통, 산업․중소기업, 과학기술, 교육, 보건․의료, 문화예술, 종교, 여성과 아동, 결혼․성, 마을, 사회조직․커뮤니티, 시장, 가족, 노동, 여가, 의․식․주 등 20가지 영역으로 구성 가능하다. 이 영역을 다시 제도사, 경제사, 생활사의 관점을 동시에 고려하여 하향 분해하면 구체적인 기록군이 무엇이 있을 수 있는지에 대해 설계할 수 있다. 노동 영역을 예로 들면, 노동관련 법규․제도․정책기록군, 산업체의 노사관리 기록군, 생산직 노동 생활사 기록군, 서비스직 노동 생활사 기록군, 관리직 노동 생활사 기록군, 산업재해 관련 기록군, 노동운동 관련 기록군 등이 설정된다.
이상의 방법으로 서울 현대사 기록물의 범주와 유형을 구체적으로 정의하는 것이 가능하다. 이 구체적 정의를 위해서는 범주와 기록군을 전체적으로 분석, 설정하는 대형 프로젝트 등이 필요하다. 좀 더 나아간다면 이렇게 해서 설정된 기록군들에 대해 영국의 OSP와 같은 수집실행정책을 수립하여 수집을 진행하는 것이 바람직하다. 이러한 작업들을 통해 생활사를 포함한 포괄적이고 질 높은 기록물을 수집 활용할 수 있게 되고, 이는 시대에 걸맞는 시사를 편찬하는 토대가 될 것이다.

The Province and Type of the Archives on Modern History of Seoul

This article discusses the content structure of the modern history of Seoul and defines the province of archives as the historical material. It is not appropriate to analyze the historical material as inductive basis then discuss the province and type of archives because Korean archives are not developed. Because of it, we end up disproportionately, and locally to define the province of the archives. Therefore, it is effective to analyse the contents consists of a priori and then to define the province and type of archives.
There may be claimed that history of the city is right to focus on the history of institution, business and architecture. But there is plenty to think about it again from the root to the existing common history when the new subjects such as citizens and the village community and the good governance in the municipal operations is highlighted. It is time to consider it positively that we have compiled the history of the city to cover the life of the citizens of Seoul as well as the history of administration and institution, and conducted by involving the multiple subjects and network.
I think it also referred to as one of the developments in the current situation to compile the history of city as a total history and micro history, a social structural history and new cultural history, an institutional history and life history. It will contribute to improve the history of city and the management archives that is focused on the administration to discuss the setting the strategic direction and the collecting and using archives in such this aspect. The domain division that was designed by Research Group of the History of People Life and used by the Institute of Seoul Studies will help us design the province of Seoul including the life history.
Archival theory of documentation strategy, macro-appraisal, and OSPs made in England are useful in designing the province for the compile of history of city. The domain that Richard Cox suggested as the documentation strategy of locolity is also worthy of reference. The National Archives is developing 60 OSPs as a tool for collecting archives, trying to collect all archives with integrated to cover government, market economy and society.
Comprehensively the modern history of Seoul is composed of the 20 followings; General public administration. Public order and safety. Nature and the environment. Urban space and regional development. Transport, Industry and SMEs, Science and technology. Education, Health and medical. Arts. Religion. Women and children. Marriage and sex. Village. Social organization and community. Market. Family. Work. Leisure. Necessities of life. And then the above provinces on the back down decomposition considering the aspect of institutional, economic and life history, we can make it set a special archive group.
For the defining province of archives for the modern history of city, it is necessary the large scale of the project that analyzes the domain of archival group. It is desirable to do so, if you get a further executed by establishing policies, such as OSP collection of the British record set for the group to proceed with the acquisition. Through this work, we will be able to take advantage of a comprehensive collection of high quality recordings related to the history of life, and equip a basis for compiling a history worthy of the era.
