중국 항공운송산업 발전 방향에 관한 탐색적 연구 - 국가종합교통망 구축과 항공 경쟁력 확보를 위한 중국정부의 정책 방향 중심으로 - (The Investigative Study on the Development Direction of China Air Transport Industry - The Chinese Government’s Policy Direction for Establishing a National Transportation Network and Securing Aviatio)

초록

본 연구는 향후 중국의 도로, 철도, 공항, 항만 등 “국가종합교통망(Intermodal Transport System)”을연구하는 연구자들에게 길라잡이가 되기 위하여 2000년 이후 중국의 고속철도 및 항공운송산업의 발전 현황을 다음과 같이 모색해 본다.
첫째, 고속철도 산업과 관련하여 첫 삽을 뜬 2004년 이후부터 중국 고속철도의 발전 역사와 현재및 미래의 발전 방향을 정리하였다. 즉, 고속철도와 항공운송산업 간의 초기 불가피한 경쟁적 관계에서 협력관계를 이루는 사례를 중심으로 살펴본다. 둘째는 성숙 단계로 접어드는 중국 교통구조의 개편과정에서 중국 정부의 역할을 확인하고, 그 실례를 살펴본다. 즉, 상하이와 베이징의 교통망 구축 사례로 홍차오공항 및 푸동공항의 확장 사업 현황을 점검해보고, 베이징의 다싱공항의 개발계획 및 추진내용을 확인하여 미래의 중국 교통망 구축 및 발전 방향을 확인해본다. 셋째는 2019년 한국과 중국의항공노선 배분 시, 노선 배분 실례를 통하여 중국 정부가 향후 추진하고 있는 항공운송산업 전반에 걸쳐 발전 방향을 추론해 본다.
한편, 이와 함께 중국 정부가 향후 추진할 유기적인 교통망의 발전 방향을 통해 우리에게 주는 의미와 시사점을 도출해 본다. 결국 본 연구의 목적은 국내외 인적자원과 물적자원의 이동에 있어 필수 요소인 고속철도와 항공운송산업의 상호 발전 방향을 살펴봄으로써 보다 발전적이고 효과적인 운송교통망을 어떻게 구현하는 것이 최적의 결과를 도출할 수 있는지 그 실체를 확인하는데 그 의미가 있다.

영어초록

This study summarizes the development status of China's high-speed rail and air transport industry since 2000 in order to serve as a guide to researchers studying the “Intermodal Transport System” of roads, railways, airports and ports in China in the future.
First, since 2004, when the first shovel was made in relation to the high-speed railway industry, the history of the development of China’s high-speed railway and the current and future development directions are laid out. In other words, it focuses on examples of partnerships in the initial inevitable competitive relationship between the high-speed railway and the air transport industry. The second is to check the role of the Chinese government in the course of the reorganization of China's transportation structure, which is entering a mature stage, and to look at examples. In other words, check the status of expansion projects at Hongqiao Airport and Pudong Airport as examples of transportation network construction in Shanghai and Beijing, and check the development plan and implementation details of Daxing Airport in Beijing to confirm the future direction of Chinese transportation network construction and development. Third, when allocating air routes between South Korea and China in 2019, the direction of development across the air transport industry that the Chinese government is pushing for in the future is inferred from the examples of route allocation.
On the other hand, we will also draw out the meaning and implications that the Chinese government gives us through the direction of development of the organic transportation network to be pursued in the future. After all, the purpose of this study is to examine the direction of mutual development of high-speed railways and the air transport industry, which are essential to the movement of human and physical resources at home and abroad, to confirm how implementing a more advanced and effective transportation network can produce optimal results.
