초록

남북한 ‘사회통합’은 남북한 간 통합의 핵심 ‘이유’이자 동시에 가장 달성하기 어려운 궁극적인 ‘목표’라 할 수 있다. 주기적으로 반복되어 온 남북한 간 적대적 대립과 대치의 상황이 향후 어떠한 변화와 도전에 처할지는 전망하기 어렵다. 그럼에도, 남북한 사회통합의 가능성과 방안에 대한 논의는 여전히 매우 중요한 의의를 갖고 있다. 그간 ‘체제’통합 중심으로 전개되어 온 남북한 통합논의와 달리, 사실 ‘가치’통합과 ‘사회적’ 통합이 전제되지 않는 한 진정한 통합이라고 할 수 없다는 점에서 사회통합은 통합논의의 핵심에 서 있다. 1990년대 이후 남북한 사회통합에 대한 논의는 1990-1997년까지 냉전종결과 동서독 통일 등 외부환경의 변화 속에 1992년 남북기본합의서 체결과 그 이후의 제1시기, 그리고 그 다음 1998~2007년까지 국민의 정부와 참여정부를 거치며 이른바 햇볕정책시기 통합에 대한 기대와 논의가 일정한 양적·질적 확대의 단계를 거친 제2시기, 이후 2008~2017년 현재 다시 북한의 핵과 장거리 미사일 실험 등 남북한 대립과 갈등이 심화되며 결국 2016년 2월 개성공단 폐쇄로 이어져 현재에 이르고 있는 제3시기로 구분된다고 본다. 남북한 통합에 대한 논의도 현재에는 2000년대 중반이후 증가한 ‘탈북민의 남한사회에의 통합’이 주류를 이루는 것으로 주요 논의의 방향과 내용이 변화해 왔다고 본다.
논문은 궁극적으로 체제가 상이한 남북한의 사회통합은 우선 경제 질서와 노동시장의 형성과 사회적 안전망의 구축이 결국 ‘수정시장경제’ 기반 위에 가능할 것으로 전망한다. 특히 남북한 사회통합 시 예상되는 사회국가와 ‘사회적 연대성’ 원칙하에 사회보장·사회복지의 기본원리를 검토한다. 아울러, 노동시장의 형성과 준수되어야 할 기본원리를 검토한다. 그리고 사회적 안정망관련 급여의 대상 및 계상방법, 급여의 종류 및 급여의 수준과 지급기간, 재정부담 방식 등의 필요한 통합적 기반을 순차적으로 검토한다. 동시에, 논문은 현실적인 차원에서 남북한 사회통합을 위하여 우선 남한 내 탈북민의 성공적인 사회통합의 기반을 마련하고, 그 다음 남북한 취약계층에 대한 과도기의 긴급구호 및 관련 재원을 마련하며, 그리고 제도적으로 유사성이 높은 부분부터 단계적인 통합노력이 필수적이라는 점을 강조한다.

영어초록

‘Social Integration’ between South and North Korea is the ‘key motivation’ for the integration of two different systems and most difficult ‘untimate purpose’ to achieve. Beside the discussion on the so-called system-integration (political and economical), any unification could not be the genuine one without ‘value integration’ and ‘social integration’. Periodically, the debate on the social integration since the early 1990s, it could be devided in three times. The first one was the period between the end of cold war, the historical german unification and the ‘Basic Agreement between two Koreas 1992’ and thereafter until 1997. The second one was the expansion time of exchange cooperation, in which the Kim Dae-Jung and Noh Moo-Hyun governments began to initiate the reconciliation under the so-called “Sunshine Policy” or “Engagement Policy” against the formerly confrontation policy between two Koreas. The third one is the returned age of conflict and confrontation due to the repeated tests of nuclear and inter-continental missiles at the side of North Korea, which resulted into the frustrating shutdown of the Kaesung Industrial Complex. The important issue in Korea has been the urgent integration of the increasing refugees from North Korea into the South Korean Society, instead of the social integration between two Koreas.
The article prospects the future of social integration of the two different systems on the making of labour market and the building of social safety net under the ‘revised market economy’. Especially, it stresses on the making of ‘social state’ or ‘welfare state’ under the principle of strong ‘social solidarity’. At the same time, the article examines the basic principles to be kept in the labour market. The following points should be checked up such as the object of social benefit and its proper level, the forms of benefits and their durations, including the method of accounting and the delivery system of social services etc. In conclusion, the article emphasizes first the integration of the refugees into the south korean society, secondly, the emergency relief system and building of financial funds for the socially vulnerable groups, finally the ‘gradual’ approach from the relatively similar spheres to the most difficult one.
