초록

東亜同文会は、近代日本の民間政治団体であり、日本の国家的生存だけではなく、さらに富国強兵を追求した。東亜同文会の対外活動の中心は常に中国大陸だったが、同会のメンバーは、日本の国益に関連して、中国を不可欠な地域に認識した。すなわち、当時の日本は、経済力の拡大のために、中国という巨大な市場が必要であり、日本と中国は、唇歯輔車の関係に置かれていると考えたのである。特に東亜同文会は、このような日本の利害関係をもとに、西勢東漸という当時の国際情勢を認識しながら、これに対応するためのアジア人の連帯を積極的に提唱していた。特に、東亜同文会の主な活動は、対ロシア開戰運動、また中国からの満蒙の分離運動、さらに東アジア地域での教育事業であった。東亜同文会は、日本帝国主義の時代に多数の首相が参加した重要な政治団体だったが、これまで具体的に研究されていなかったのが事実である。本稿では、同質性を強調しながら、地域の協力を標榜していた東亜同文会の実際活動について、多国間主義という国際政治学の協力理論を投影させて見ることで、東亜同文会の対外活動に内在された非平和性、一方性、二重性を究明してみた。筆者は、本稿を通じて、近代日本の侵略政策が官民協力の産物であり、東亜同文会がその一翼を担ったことを、より体系的な方法で解明しようとした。

영어초록

Touadoubunkai is a civilian political organization of modern Japan, pursuing the national survival of Japan and the wealthy nation. Touadoubunkai was always centered in the external activities of the Chinese continent, and the members of the Association recognized China as an indispensable area in relation to Japan's national interests. At that time, Japan needed a huge market for China to expand its economic power, and Japan and China thought that they were in a pure security situation. In particular, the Touadoubunkai actively advocated the solidarity of the Asian people in response to the international situation of the time, called the West Seine Tide Point, based on this Japanese interest. The major activities of Touadoubunkai can be summarized as the anti‐Russian campaign, the separation of Manchuria and Mongolia from China, and the education business in East Asia. Touadoubunkai was an important political organization in which many prime ministers participated in the Japanese imperialist era, but it has not been extensively studied in previous works. In this article, I will focus on the practical activities of Touadoubunkai, which emphasized homogeneity and regional cooperation, by projecting the theory of cooperation in international politics called "Multilateralism," unity, and duality. In this study, I tried to find out more systematically the fact that the invasion policy of modern Japan was the product of public‐private partnership and Touadoubunkai played an important role.
