조선총독부 문서에서 보이는 춘천 천전리 지석묘군 발굴 조사와 문서행정 (The Excavation of Chunjeonri Dolmens and the Quality of Document Processing Administration Examined on the documents of Governor-General of Korea during Japanese Colonial Period)

초록

지금까지 일제강점기 조선총독부의 통치과정에서 생산된 문서에 대한 다양한 연구가 진행되었지만 연구의 대부분은 문서의 대략적인 사항만을 파악하는 것이었다. 이번 연구는 “쇼와(昭和) 6년도 강원도 춘천군 신북면 발견 석검(石劍) 외”라는 문서를 통하여 조선총독부가 고적 조사와 관련하여 중앙과 지방 관서 간에 어떻게 문서 행정이 이루어졌는지 파악하려는 것이다. 그 결과, 나가오카 후미오가 발굴(!)한 유물이 어떻게 행정적으로 처리되며 고고학적 자료로 남게 되었는지 알 수 있게 되었다.
특히, 나가오카 후미오의 천전리 지석묘에 대한 자세한 발굴 경위 및 내용에 대한 보고문은 조선총독부의 실질적인 지휘 하에 문화재 관리 행정이 이루어 졌다는 것을 확인하였다.
그리고 문서 수발 과정을 검토한 결과 조선총독부 관보의 내용처럼 부서의 변경에 따라 고적 조사 문서 행정이 인수․인계 되어 처리된 것을 확인하였다.
이처럼 조선총독부 통치하에서도 일관된 문서 행정을 통하여 문화재가 관리되었다는 점은 지금의 문화재 정책에 있어 중요한 시사점을 주고 있다.

영어초록

It is a well-known fact that various researches have been conducted on documents produced in the process of ruling by Governor-General of Korea during Japanese Colonial Period. But most of these researches have examined the documents only briefly. However, the document of “Sohwa 6th Year’s Discovery of Stone Dagger in Sinbuk-myeon Chuncheon-gun Gangwon-do, et al” is, in fact, a crucial material showing how the central government and provincial offices performed document administration regarding the researches of historical remains by Governor-General of Korea. As a result, it is traced how the relics discovered by an individual named Nagaoka Humio were officially processed to be eventually remained as an official archaeological record.
Particularly, the report of Nagaoka Humio's account on the detail and process of discovering Cheonjeonri dolmen has been so far known as the result of reckless excavation by mere rural teacher, but it has been found that his excavation had been carried out according to the order of Governor-General of Korea's cultural assets' management.
In addition, according to the result of examining the process of incoming and outgoing documents, it has been believed that the changes of research and management organs for historical remains had been performed merely by the ruling of Governor- General of Korea. However, in fact, according to the order of the changes of divisions as described in the contents of the official gazette issued by Governor-General of Korea, the change-over for the research and document administration of historical remains has been found as having been orderly handled and completed as well.
The fact that cultural assets were consistently managed by document administration even during the time of ruling by Governor-General of Korea gives us challenging implications regarding current policies and processes of cultural assets administration.
