중국의 일대일로와 카자흐스탄의 누를리 졸의 연계: 산업 협력을 중심으로 (Industrial Cooperation Between China’s Belt and Road Initiative and Kazakhstan’s Nurly Zhol)

초록

본 논문은 문헌분석을 통해 중국의 일대일로와 카자흐스탄의 누를리 졸 간의 연계를 산업협력을 중심으로 설명하고 양국 간의 산업협력의 현황과 특성, 문제점을 살펴보고자 하였다. 이를 통해 본 논문은 중국이 자본과 인력, 기술의 제공을 통해 카자흐스탄의 산업 기반과 사회간접자본 구축에 도움을 주고 있지만 중국의 자금 지원이 없이는 카자흐스탄이 일부 대형 사업은 자력으로 추진하기 어려운 한계를 보여 주고 있음을 입증하였다.
중국과 카자흐스탄은 2015년부터 일대일로와 누를리 졸을 연계해 산업협력을 추진하면서 15개 사업을 완료하고 16개 사업을 진행하고 있다. 특히 중국의 세계 최대 외환보유액과 막대한 재정 수입을 기반으로 하는 국가재정을 활용한 자금조달 능력은 카자흐스탄의 국내 산업기반과 인프라 구축에 도움을 주고 있다. 중국은 카자흐스탄과의 산업협력을 통해 신장·호르고스 접경지역을 거쳐 카자흐스탄 본토까지 경제 협력 네트워크를 확대하고 중국 기업들은 이를 적극 활용해 카자흐스탄의 내수 시장 진출에 나서고 있다. 중국은 카자흐스탄 본토에 산업 설비를 건설하고 신재생에너지 발전시설을 확충하는 등 카자흐스탄의 국내 산업 네트워크 확장을 통해 영향력을 확대하려 하고 있지만, 카자흐스탄 내 일부 현지인들의 반중 정서를 완화하는 데 어려움을 겪고 있다. 그리고 누르술탄 경전철 건설 때처럼 중국의 자금조달이 중단될 경우 사업 진행에 다소 어려움을 겪을 가능성도 있다. 카자흐스탄 정부도 국내 산업기지와 교통물류 인프라 구축에 필요한 재원 조달에 최선을 다하고 있지만, 카자흐스탄 정부와 기업이 중국보다 대규모 자금 조달 능력이 떨어져 자금 조달에 차질이 빚어질 경우 신속한 사업 추진이 어려울 수도 있다. 그러나 카자흐스탄은 자국에 필요한 자본과 인력, 기술을 중국보다 신속하게 제공할 수 있는 국가를 찾기가 쉽지 않다. 또한 중국 중앙정부는 중앙아시아에 국내 산업기지를 구축하고 중앙아시아 국가들과 러시아, 유럽을 연결하는 교통물류 인프라를 연계해 자국 기업의 해외시장 진출을 촉진하려 하고 있다. 그러므로 중국과 카자흐스탄 간의 산업협력은 양국의 수요 충족을 위해 진행 과정에서 어려움이 있더라도 당분간 지속될 것으로 보인다.

영어초록

This study examines industrial cooperation between China and Kazakhstan through an analysis of literature and official documents. It contributes to the existing literature by delineating the characteristic of industrial cooperation between China and Kazakhstan. China is helping Kazakhstan in the construction of its industrial base and social overhead capital by supplying capital, manpower, and technology. Without China's funding, it would be difficult for Kazakhstan to pursue some large projects on its own.
Since 2015, China and Kazakhstan have been pushing for industrial cooperation through the linkages between One Belt, One Road, and Nurly Zhol. With this aim in mind, 15 projects have been completed and 16 projects have been carried out, producing tangible results. China’s ability to finance Kazakhstan using the world’s largest foreign exchange reserves and state finances with huge fiscal revenues is helping Kazakhstan to build its domestic industrial base and infrastructure.
Likewise, industrial cooperation with Kazakhstan has enabled China to expand its economic cooperation network, which can cause a rise in its influence. From the border areas of Xinjiang and Horgos to the Kazakhstan mainland, Chinese companies have been actively entering the Kazakhstan market. China has been building industrial facilities and expanding renewable energy generation facilities in mainland Kazakhstan. However, it faces difficulties, as there is an unwavering anti-China sentiment shared among Kazakh locals. Moreover, if China’s financing is suspended, as in the construction of the Nursultan light rail, there is a possibility that it will have difficulty proceeding with the project. Whilst the Kazakh government is also attempting to raise the necessary funds for building a domestic industrial base and a transportation and logistics infrastructure, it may be difficult for Kazakhstan to quickly proceed with projects if China’s funding is discontinued. This is because the Kazakh government and businesses are less capable of raising large-scale funds than China’s government and businesses.
Nevertheless, we found that industrial cooperation between China and Kazakhstan is, at present, likely to continue. Kazakhstan is unlikely to find other nations that are willing or able to quickly provide the capital, manpower, and general-purpose technologies needed to build Kazakh domestic industrial bases and energy infrastructure. China’s willingness to finance Kazakhstan is rooted in the fact that this industrial cooperation facilitates the expansion of its companies into overseas markets.
By establishing a domestic industrial base in Central Asia, in a country such as Kazakhstan, China has created a transportation and logistics infrastructure, whereby Central Asian countries are linked to Russia and Europe. Thus, industrial cooperation between China and Kazakhstan is likely to continue as it meets the needs of governments and businesses on both sides.
