구술로 본 한국군 창설과 변화 (The Creation and Change of the Korean Military from the Oral View)

초록

한국근현대사 연구에서 구술 자료를 활용한 연구가 활발해지고 있다. 문헌 자료에서 확인할 수 없는 사실을 새로운 구술 자료에 근거하여 서술한다는 점에서 충분히 가치 있는 역사쓰기의 방식이다. 그러나 다른 한편으로 구술 자료에 의해 사실이 각색될 수도 있다. 그러므로 구술 자료를 활용하되 다른 자료들과 어떻게 교차 검토하고 인용할 것인가는 향후 구술사 연구에 남겨진 과제이다.
이 논문에서는 군인들의 기억을 통해 역사쓰기를 시도해보았다. 특히 한국현대사에서 군대의 역할과 자료의 유실 및 발굴의 어려움을 고려할 때 군인들의 구술은 무척 유용하다. 다만 군인들이 갖는 ‘자기 검열’의 측면은 비판적으로 검토돼야 할 것이다.
군인 출신들의 구술을 통해 다음의 몇 가지 사실을 확인하였다. 일제는 식민지 조선의 청년들을 군인으로 침략전쟁에 동원했으며, 그들 중 일부는 해방 후 건군운동을 전개했다. 미군정은 이들에게 ‘정치적 중립’을 강제하며 체제 내로 편입시켰다. 군사영어학교와 사관학교를 창설하였으나 일본군의 유산은 계속되었다. 일제시기 군사경력자들은 미군정의 한국군 창설에 직접 참여하는 한편 한국군의 중추로써 활약했다.
1947년 9월 미국이 한국 문제를 유엔 총회에 상정하고 미군정은 국방경비대를 군대로 전환시켜 갔다. 군대로의 전환에 대비한 국방경비대 내부의 변화가 뒤따랐다. 한편 정부 수립 전후하여 발생한 일련의 사건은 군대 내 숙청, 즉 숙군을 가속화시켰다. 숙군은 형식적이며 가혹하였고, 숙군을 주도한 육군본부 정보국은 그 기능이 점차 커져갔다. 해방 직후부터 한국전쟁에 이르는 기간 동안 한국군은 새로운 기구의 창설과 동시에 분단의 질서에서 국가 기구를 재편하는 과정이었다.

영어초록

Research using oral data in modern and contemporary Korean history research is becoming more active. It is a sufficiently valuable method of historical writing in that it describes facts that cannot be confirmed in literature data based on new oral data. However, on the other hand, facts may be adapted by oral data. Therefore, how to cross-review and cite oral data while using oral data is a task left in future oral history research.
In this paper, I tried to write history through the memories of soldiers. In particular, considering the role of the military in modern Korean history, the loss of data, and the difficulty of excavating data, the oral language of soldiers is very useful. However, the aspect of "self-censorship" of soldiers should be critically reviewed.
The following facts were confirmed through oral language of soldiers. Japanese imperialism mobilized the young people of colonial chosun as soldiers in the war of aggression, and some of them launched the construction movement after liberation. The U.S. military government forced them to "political neutrality(정치적 중립)" and incorporated them into the system. Military english school and military academy were established, but the legacy of the Japanese military continued. During the Japanese colonial period, military experiences directly participated in the creation of the Korean military in the U.S. military government and played an active role as the backbone of the Korean military.
In September 1947, the U.S. introduced the Korean issue to the U.N. General Assembly, and the U.S. military government converted the national constabulary into the army. Changes within the national constabulary in preparation for the transition to the military followed. Meanwhile, a series of events that occurred before and after the establishment of the government accelerated the purge within the military, that is, the military. The military was formal and harsh, and the intelligence office of the Army Headquarters, which led the military, gradually grew in function. During the period from immediately after liberation to the Korean War, the Korean military was in the process of reorganizing the national organization from the order of division at the same time as the creation of a new organization.
