주요 자동차 부품의 대일(對日) 경쟁력 추이 및 현황에 관한 소고(小考) (Competitiveness Trend to Japan and Current Status of Major Auto Parts: Focused on Gear Boxes and Parts Thereof)

초록

지난해 한국 자동차 부품산업은 271.9억 달러를 글로벌 시장에 수출하고 50.8억 달러를 수입해 221.1억 달러의 무역흑자였다. 특히, 한국이 수출입 통계를 내기 시작한 이래 처음으로 대일 자동차 부품 무역에서 4,255.1만 달러 흑자를 기록해 소재․부품 산업에 던지는 상징성은 매우 크다.
본 연구는 주요 자동차 부품의 대일 수출입 경쟁력 현황을 구체적으로 점검해 보는 것이 목적이다. 고기능 핵심부품인 ‘기어박스와 그 부분품’에 대한 분석 결과만 간략히 언급해 보자.
첫째, 대일 자동차 부품 수입 금액 1위에 올라 있는 기어박스와 그 부분품의 경우, 분석 시작해인 1988년 이후 대세계(對世界) 경쟁력지수는 부(negative)의 지수를 보여주다가 2011년 이후 정(positive)의 지수를 유지하고 있다. 그런 한편으로 대일 경쟁력지수는 여전히 수입특화 품목이라 할 만큼 열등한 상태가 지속되고 있었다.
둘째, 기어박스와 그 부분품의 대일 무역수지(－3.4억 달러) 규모는, 전체 대일 무역수지(－215.8억 달러)의 1.6%, 소재․부품의 대일 무역수지(－163.9억 달러)의 2.1%에 해당되고 있었다. 또 자동차 부품의 대일 무역수지(4,255만 달러)가 흑자로 전환되었다는 점을 고려하면, 기어박스와 그 부분품이 대일 무역에 던지는 시사점은 그 어떤 품목보다 크다. 자동차 부품산업의 지속적인 대일 무역수지 개선을 위해서는 필연적으로 이 품목의 무역수지 개선 없이는 불가능하다.
셋째, 기어박스와 그 부분품의 대일 수입품은 수출품에 비해 중량(重量) 단가(單價)가 높았다. 또한 총 10년 동안 대일 수출품의 평균 중량 단가는 10.11달러/kg인데 반해, 수입품의 평균 중량 단가는 14.29달러/kg에 달해 약 4달러/kg 이상의 단가 차이가 존재했다. 이는 대일 수출품이 수입품에 비해 부가가치가 낮다는 사실을 간접적으로 입증하고 있다.

영어초록

Last year, the Korean auto parts industry exported a total of US$27.19 billion and imported US$ 5.08 billion, leading to a trade surplus of US$22.11 billion. In particular, after Korea compiled statistics about the import and export, a trade surplus of US$42,551 million was firstly recorded in the auto parts trade with Japan.
When we recall that the auto parts were the typical items of trade deficit enough to make a trade deficit of US$ 1 billion(US$0.5 billion in exports to Japan and US$1.5 billion in imports to Japan) even in 2010, ‘the first trade surplus with Japan’ has enormous symbolic significance for the Korean auto parts industry.
This study aims to specifically check the status on import and export competitiveness of major auto parts against Japan, and diagnose the future direction. The results revealed the following; Firstly, in case of ‘Gear boxes and parts thereof’ which rank first in the auto parts import amount from Japan, the Global Competitiveness Index(GCI) had shown the negative one since 1988, the first year of our analysis, while it has maintained the positive one since 2011. On the other hand, as the competitiveness index against Japan has remained inferior enough to be still called as the import-specializing items, it is judged that those items are ones of the items to which the auto parts industry should devote most itself.
Secondly, the trade balance of ‘Gear boxes and parts thereof’ with Japan (US$340 million trade deficit) is equivalent to 1.6% of a total trade balance with Japan(US$21.58 billion trade deficit) and 2.1% of material & parts trade balance with Japan(US$16.39 billion trade deficit). In addition, taking into account that the trade balance(US$425.5 billion) of auto parts with Japan turned black, the implications of ‘Gear boxes and parts thereof’ for the trade with Japan is bigger than the ones of any other items. In order to keep improving the trade balance of auto parts with Japan, it is essential to improve the trade balance of these items.
Thirdly, the ‘Gear boxes and parts thereof’ imported from Japan has had the higher price per weight than the ones exported to Japan. The average price per weight of exports to Japan for 10 years is US$10.11 per kg, while the one of imports from Japan is US$14.29 per kg, showing the price difference of about US$4 per kg. It proves that the exports to Japan have lower added value than the imports.
Finally, as the era of auto parts modularization and green car is accelerating, it is expected that the number of total parts for one finished vehicle will be reduced up to one third of the current one. Therefore, the performance and technology of IT parts and materials will judge the competitiveness of next-generation vehicles.
