The Baekdusan rituals, discussions about which had been made several times since Han Ikmo proposed in 1761, were carried out in 1767 when King Youngjo agreed about it. This was resulted from the tendency of the times when, after Baekdusan boundary stone had been built, the interest in the northern area was increasing. At that time, two symbolic ideas existed or were being made in Baekdusan. One is an idea of ancestral mountain of the nation having a long historic root, and another is an idea of origin of the royal family, in earnest proposed by Han Ikmo. The symbol of ancestral mountain was accepted by most of courtiers who participated in the discussion, but the symbol of origin of royal family attracted the positive interest of only King Youngjo and a few courtiers. It is understood in some meaning that Han Ikmo created an atmosphere on the basis of a theory of royal family origin and King Youngjo approved it. Han Ikmo first proposed Baekdusan rituals when he assumes office of taking charge of the national rituals, and when he became a high-ranking official named second state councilor, he accomplished his proposal. However, it can not be confirmed that, in such a process, whether or not what political intention was or he consulted King Youngjo in advance. As the discussion gradually spreads day by day, the people who at the beginning had a reservation got to sympathize with Han Ikmo's proposal. The problems the courtiers, who had a reservation, were afraid of were that Baekdusan was located on the border between Joseon and Qing Dynasty and that the national rituals couldn't be changed recklessly. The problem of the former was overcome by the fact that at least half of Baekdusan belongs to Joseon's area, reinforcement of relative identity to Qing Dynasty, and reinforcement of symbolism toward Baekdusan. The problem of the latter was solved by the fact that Hallasan rituals were newly incorporated in the national rituals, and by the method in which Baekdusan was also included in the representative northern mountain (Bukak), with Bibaeksan which was previously worshipped as Bukak left as it is. After that, the worship toward and interest in Baekdusan increased as the time passed by, and during the period of the Daehan Empire, the formality of rituals were upgraded to a higher position.
