신라의 거제도 郡縣 편제 과정 (The process of Shilla absorbing the Geoje-do island, into its local Gun/Hyeon(郡縣) structure)

초록

이 글은 신라 국가가 거제도를 군현으로 편제하는 과정을 6세기 중후반부터 8세기까지의 문헌사료와 고고학 자료를 결합하여 검토한 것이다. 한국 고대에 섬이라는 공간에서 이루어진 지방 지배의 실상을 부각시키기 위해 신라의 군현으로 편입이라는 시각에서 분석하였다.
신라 국가는 가야 멸망 이후 거제도로 진출하였으나, 문무왕대에야 군현으로 편제하였다. 이미 6세기 중후반부터 거제도에 신라계 횡구식석실묘를 조성하였고 7세기 전반부터 신라 산성인 둔덕기성, 옥산성지, 다대산성 등을 축조하였다.
신라가 거제도에 군현을 설치하는 과정은 대략 3단계의 시기를 거쳐 완료되었다. 1단계는 6세기 중후반으로, 해당 지역에 고분을 조성하여 재지세력을 신라 국가의 일원으로 포섭하는 과정이었다. 2단계는 7세기 전반으로 해당 지역에 산성을 쌓아 지역을 장악하는 방식으로 지배체제를 구축하였다. 3단계인 통일기 이후에는 해당 지역에 지방관을 파견하여 군현으로 편제하였다. 3단계의 변화를 거쳐 거제도를 완전한 신라의 군현으로 설정하였다.
거제도에 있었던 신라 군현의 치소는 산성을 중심으로 설정되어 방어 및 행정적인 성격을 가지고 있었다. 주로 거제도 남해안 지역의 산성에 치소를 설정하여 남으로부터 오는 왜를 경계하였다. 그런데 통일기에 사천 일대가 왜와의 교역 거점으로 기능하면서 대외교류적인 측면이 부각되었다. 남해의 바닷길을 오가던 왜의 선박을 점검하는 등의 역할을 하였다고 추정된다.

영어초록

Examined in this article is the Shilla government’s process of absorbtion of the Geoje-do island into its local structure as a Gun/Hyeon(郡縣) unit. Examination is conducted through written records as well as archaeological findings from the time period since the middle and later periods of the 6th century, through the entire 8th. The purpose of this examination is to determine how the local control of an ancient administration was established and maintained upon an island.
Shilla started to expand its territory to the Geoje-do island after the fall of Gaya, but was only able to integrate the area into its own local administrative structure during the reign of king Munmu. A Shilla-type burial ground(tomb), with a stone-walled chamber and a horizontal passageway, seems to have been established in the area since the middle and later periods of the 6th century. And apparently many Shilla-styled fortresses like Dundeokgi-seong, Oksan-seongji and Dadae-sangseong were constructed in the area since the early 7th century.
The Shilla government’s establishment of Gun and Hyeon units upon the Geoje-do island displayed a total of three phases. The first phase unfolded during the middle and later periods of the 6th century, during which the Shilla people constructed burial mounds in the area and recruited the local influentials as future state citizens of Shilla. The second phase occurred in the early half of the 7th century, when Shilla controlled the area with mountain fortresses it established throughout the island. And in the third and final phase, the Shilla government dispatched local prefects to the area and officially designated the inner areas of the island as Gun and Hyeon units. The Geoje-do island, after going through these three phases, finally became part of the Shilla Gun/Hyeon structure.
The administrative centers of the Shilla Gun and Hyeon units on Geoje-do were mainly established upon mountain fortresses, and had both defensive and administrative capabilities. Most of them were located on fortresses positioned on the southern coastal line of the island, in order to monitor incoming Japanese ships. After Shilla’s unification, the Sacheon area began to serve as a portal, through which the Geoje-do population would conduct commercial exchanges with the Wae Japanese. Geoje-do became a patrol post, presumably overseeing Japanese ships coming and going in the Southern sea.
