초록

19세기 통신사는 1811년 대마도 역지통신과 40∼50년대 오사카 역지통신 계획과 좌절, 그리고 50년대 이후 다시 대마도 역지통신을 추진하게 되었다. 실제로 일본까지 간 통신사는 한 번뿐이었고, 나머지는 계획만이 있었던 것이 큰 특징이다. 실은 18세기 후반부터 통신사는 재정 압박이라는 큰 문제에 봉착한다. 너무나 화려한 통신사는 조일양국에 경제적인 큰 부담으로 적용된 것이다. 善隣友好의 통신사라는 인식은 분명히 있었으나, 재정적인 어려움은 통신사의 변화를 요구하고 있었던 것이다. 먼저 개혁을 제시한 것은 일본이었고 18세기 후반부터 꾸준히 규모의 축소를 조선에 제안했다.
결국 19세기 통신사는 역지통신으로 변경되고, 조선은 그에 맞서 통신사 파송시기를 조율하는 ‘遷延策’을 사용했다. 물론 ‘遷延策’이라는 개념이 아직 생소하기는 하지만 일관된 정책으로 평가할 필요가 있다. 왜냐하면 19세기는 단순히 연기만 거듭하다가 막부가 소멸됨에 따라 끝난 것은 아니었다. 지지부진한 모습은 보이지만, 통신사의 시행 직전에 통신사절목 교섭까지 이루어진 것을 보면 양국이 통신사 외교를 유지 또는 보존하려고 한 것이 분명하기 때문이다. 조선도 재정 상태가 어려움에도 나름대로 信蔘을 확보하려고 노력한 것을 확인할 수 있었다. 다만 아쉬운 것은 10년 연기의 결과 잃은 것 역시 너무나 컸다는 것이다. 1850년대 이후는 일본도 조선도 內憂外患에 시달리게 되고 조선은 통신사를 파송하기도, 일본은 접대하기도 어려워졌다.

The communication envoys of the 19th century came to promote the Tsushima Island reverse communications again since the 50s after the Tsushima Island reverse communications of 1811 and the plan and frustration of the Osaka reverse communications of the 40s and 50s. It is a big characteristic that it was only once that the communication envoys went to Japan actually and the rest were with only plans. In fact since the late 18th century the communication envoys faced the big issue, the fiscal pressure. The too splendid communication envoys functioned as a big economical burden to both Choson and Japan. The perception that the communication envoys were of the good-neighborly friendship(善隣友好) clearly existed, but the fiscal problem demanded the change of the communication envoys. It was Japan that suggested a reform first and Japan suggested the reduction of the scale to Choson steadily since the late 18th century.
Finally the communication envoys of the 19th century were changed into the reverse communications, and Choson used the the delay policy(‘遷延策’) that settles the time of dispatching the communication envoys. Of course the concept the delay policy(‘遷延策’) is still strange, but it is needed to evaluate it as a consistent policy because it was not that in the 19th century the communications repeated delays simply and ended as the shogunate became extinct. Although the communication envoys showed a slow progress, when you see that the communication envoys subdivision negotiation, which is just prior to the communication envoys, was conducted, it is clear that both countries tried to maintain or preserve the communication envoys diplomacy. It was possible to check that Choson also tried to secure the ginseng for delegations(信蔘) although the fiscal state was bad. Only what is missing is that the loss as the result of the delay for 10 years was also too big. Since 1850s Japan and Choson suffered from internal and external troubles(內憂外患) and it was difficult for Choson to dispatch the communication envoys and also for Japan to treat them.
