노동당 제3차 대표자회와 당 규약 개정： 규약 개정의 배경과 의도 및 특징을 중심으로 (The Korean Workers’ Party’s Third Conference and its Revision of the Party Bylaws: Focusing on its Goals and Features in the Revision)

초록

북한은 지난 2010년 9월 노동당 제3차 대표자회를 통해 권력승계의 공식화, 당 지도 기관의 개편 및 당 규약을 개정하였다. 현 시점에서 당 규약의 중요한 의의는 이후 김정일의 인적 통치 약화를 대비하고 김정은의 권력 안착을 촉진하는 제도적 장치로써, 그리고 그동안 북한에서 진행되어 온 수령 유일영도체계를 사후적으로 제도화하는 규범이라는데 있다. 북한이 당 규약을 개정한 배경과 의도는 구체적으로 네 가지로 정리될 수 있을 것이다. 첫째, 김정일-김정은 권력세습을 제도적으로 뒷받침하고, 김정일 사후 김정은으로의 권력승계를 용이하게 하기 위해서이다. 둘째, 지난 1974년 김일성-김정일 권력승계가 본격적으로 시작된 이후 쌓은 김정일의 치적을 기록하기 위해서이다. 셋째, 당대표자회 개최의 주요한 목적 중의 하나인 당 지도력 회복을 당 규약 개정을 통해 뒷받침하기 위해서 이다. 넷째, 당 규약 개정을 통해 1990년대 중반이후 변화되어 오고 있는 북한 상황에 대한 당적 대응을 강화하기 위해서다.
이번 당 규약 개정은 다음 몇 가지 특징을 갖고 있다. 첫째, 구 당 규약(1980년 규약)에 비해 ‘김일성’의 상징성이 더욱 강화되고 있다. 둘째, 신 당 규약은 노동당 창건과 발전을 김일성, 김정일의 업적과 동일시하고 있는데, 이는 신 당 규약의 성격을 ‘김일성일가 당 규약’으로 만들고 있다. 셋째, 신 당 규약은 이전 당 규약에 비해 총비서의 위상을 강화하여 당중앙위원회뿐만 아니라 당 전체를 대표하는 직위로 만들고 있다. 넷째, 신 당 규약에서는 당중앙군사위원회의 위상과 역할을 강화함으로써 당중앙군사위원회 부위원장인 김정은의 군 장악을 용이하게 만들었다. 다섯째, 제8장 ‘당과 인민정권’ 부분과 제10장 ‘당마크·당기’부분을 신설하였다. 마지막으로 신 당 규약의 전반적 특징은 현재 변화하고 있는 북한 사회의 현실을 긍정적으로 반영하지 못 하고 김정일을 비롯한 수구적인 북한 지도부의 이해만 대변하고 있어, 이후 당 규약과 북한 현실 간의 괴리는 점점 커질 것으로 보인다.

영어초록

At the Third Conference of the Korean Workers’ Party (KWP) in September 2010, North Korea initiated a political succession from Kim Jong Il to Kim Jong Un, reappointed power elites in the Party Central Committee, and revised the party bylaws. This paper examines the significance of the bylaws in North Korea, why the North Korean leaders revised the bylaws, and the features of the newly revised bylaws. Because it has similarities to a socialist state, North Korea has adopted the party-state system in which the KWP controls other state and non-state organizations.
Under the single party system, the KWP’s bylaws contain the core rules and norms of the North Korean organizational system. This is the main reason why the bylaws interest North Korea specialists. The bylaws stipulate party goals and principles, members’ rights and obligations, organizational structure, and ways the party works, among other things.
At the Third Party Conference, the North Korean leaders revised the party bylaws with the following goals. The first is to facilitate a power succession from Kim Jong Il to Kim Jong Un and prepare the party in case of Kim Jong Il unexpectedly dies. Second, they aimed to write what (North Korea claims) Kim Jong Il has achieved since he was appointed as Kim Il Sung’s successor in 1974. Third, the leaders wanted to rehabilitate the role of the party, which has declined with the collapse of the socialist economy in the mid-1990s. Finally, they wanted to step up party measures to suppress North Korea’s “negative” social changes, which have been undergone from the mid-1990s.
Compared to the previous bylaws, the newly revised ones have several features. The first is that the symbolic meanings of Kim Il Sung have been diverse.
Second, the new party bylaws can be called the Kim Il Sung family’s bylaws because they identify the KWP‘s historical development with the achievement of Kim Il Sung and Kim Jong Il. Third, the new bylaws strengthened the status of General Secretary of the KWP, which now represents the whole party as well as the Party Central Committee. Fourth, the functions of the Central Military Affairs Committee have been powerful enough to support the control over the military by Kim Jong Un, who is its Vice-Chairman. Fifth, the bylaws created two chapters：‘Ch. 8 the Party and People’s Regime’ and ‘Ch. 10 Party Symbol and Flag.’ Finally, the new bylaws only represent the conservative North Korean leaders’ interests, not ordinary party members’ and non-members’ interests.
