초록

조봉암은 일제강점기에 조국의 독립과 민족의 해방을 위해 사회주의 노선에 서서 적극적인 민족해방운동을 펼쳤으며, 해방공간에서는 ‘비좌비우’, ‘비미비소’의 중간파 노선을 견지하면서 자주적 민족국가 건설을 위해 힘썼다. 그리고 분단국가가 성립된 이후 그는 진보당운동을 통해 사회민주주의 사회의 건설을 지향한 평화통일론자였다. 즉 그는 역사적 과제를 외면하지 않은 실천적 민족해방운동가이자, 정치지도자였다.
하지만 조봉암의 정치사상과 관련하여, 그는 일제강점기에 공산주의자였으나, 8ㆍ15 후 ‘전향’하여 민족적 사회민주주의자가 되었다는 것이 일반적 평가이다. 이러한 분절적 인식은 사회주의와 민족주의를 대척적 개념으로 파악한 데에다, 사회민주주의 지향성을 8ㆍ15 이후의 소산으로 이해한 데에 따른 것으로 보인다. 조봉암이 사회민주주의적 견해를 대외적으로 밝힌 것은 1946년 6월 성명서를 통해서였지만, 8ㆍ15 이전에 그 지향성을 지녔을 개연성은 충분히 있다고 하겠다. 그의 ‘비미비소’ 노선 또한 사상적 전환에서 비롯된 측면보다 ‘해방’ 후 자주적 민족국가 건설을 위한 국제정세 인식의 변화에서 이해될 필요가 있을 것이다.
조봉암의 단독정부 참여는 이승만의 장기집권과 미국의 대한정책에 일조하였지만, 자신의 정치노선을 실현하기 위해서도 끊임없는 노력을 기울였다. 그는 몇 차례 시도 끝에 어렵사리 혁신 대중정당을 표방한 진보당을 조직하였다. 진보당의 정치 이념과 노선은 사회민주주의와 평화통일론으로 압축될 수 있다.
무엇보다 진보당 강령, 정책의 내용이 8ㆍ15 이전 민족해방운동정당이 내세운 정강, 정책이나 대한민국 임시정부가 1941년에 발표한 「대한민국 건국강령」의 그것과 전체적 맥락에서 내용을 같이하며, 많은 조항에서 거의 비슷하다는 점에 유념할 필요가 있다. 이는 자주적 통일민족국가 수립과 민족구성원 모두의 권익을 염두에 둔 결과라 하겠다. 때문에 진보당의 사회민주주의 지향은 일제강점기 민족해방운동의 연장선 위에서 이해될 필요가 있을 것이다.
조봉암, 진보당의 평화통일 노선은 그들이 지향하는 사회민주주의의 이념적 특성과도 결부된다. 따라서 8ㆍ15 이전, 민족해방을 전취하기 위해 통일전선을 형성하던 시기에 민족국가 수립방안이 사회민주주의적 국가건설로 모아졌고, 8ㆍ15 이후 중간파 정치세력이 좌파나 우파에 비해 적극적인 민족통일전선 노선을 걸었던 것은 당연한 귀결이라 하겠다. 조봉암의 진보당이 사회민주주의 사회를 건설하기 위해서도 조국의 평화적 통일은 가장 시급한 선결과제였다.
요컨대 조봉암이 이끈 진보당은 당면한 민족모순의 해결과 불합리한 사회적 요소의 척결을 동시에 추구하였다. 그 노력은 민주적 절차에 따른 평화통일 노선으로, ‘진정한 복지사회’ 건설을 위한 사회민주주의 노선으로 귀결되었다. 그들이 견지한 노선은 일제강점기 우리 민족해방운동의 발전적 계승이자, 분단체제하 민족민주운동의 실마리를 제공하고 있는 점에서 매우 큰 역사적 의미를 지닌다.

영어초록

Cho, Bong-am participated in the active national independent movement as a socialist for Korean independence and liberation during the Japanese colonial period. Since Korean independence in 1945 he focused on establishing a thoroughly independent country by maintaining a neutral attitude from “non-leftist and non-rightist parties” and “non-U.S. and non-Soviet.” He was a peaceful unionist desiring to establish a social democratic society through the progressive party movement after the division of the Korean peninsular. In other words, he was a political leader and national liberationist who tried to perform historical duties.
In relation to Cho, Bong-am’s political ideas, he was a communist during the Japanese colonial period. He turned into a national social democrat after 8ㆍ15 Korean Liberation. It seemed that this segmental knowledge was based in understanding socialism and nationalism to antipodal concept and intension of the social democracy to production of 8ㆍ15 Korean Liberation hence. Even though Cho, Bong-am made public a view of social democracy in June 1946 through an official statement, it could be understood as him already having the intention of adopting social democracy before 8.15 Korean Liberation. His “non-U.S. and non- Soviet” line will need to be understood from a change of the international situation awareness for construction of independent nation after the Korean Liberation than a change of his political ideas.
Even if Cho, Bong-am helped the Lee, Seung-Man government to remain in rule and to improve the American policy toward Korea, he also had worked very hard to establish his own political line. At last he organized the Jinbo-dang(Progressive Party). The political ideas and lines are classified as social democracy and peaceful unification.
Above all, we need to consider that the contents of the platform and policy of Jinbo-dang were almost the same as the platform of The National Independent Movement Party before 8.15 Korean Liberation and 「Founding Platform of the Republic of Korea」 published by the provisional government of the Republic of Korea in 1941. This is the result of the efforts to establish an independent unified nation, by considering the rights and interests of the nation.
I consider Cho, Bong-am, the Jinbo-dang’s peaceful unification line in relation to social democracy ideals. Therefore, before 8ㆍ15 Korean Liberation, Jinbo-dang focused on building a social democratic nation during times for the development of a united front to achieve national independent, and after the 8ㆍ15 Liberation, it was the natural product of the centrist political force who leaned toward the line of active democracy uniting both leftist or rightist parties. It was one of the top prerequisites for achieving Korean peaceful unification that Cho, Bong-am’s Jinbo-dang had established the social democracy nation.
In brief, Cho, Bong-am’s Jinbo-dang pursued to solve the urgent national problems and to eradicate the illogical social requisites. These efforts accomplished the social democracy line to build a ‘real welfare society’ with the peaceful unification line following the procedures of democracy. Their persistent line had kept developing the Korean independent movement during the Japanese colonial period and had a great historical meaning for Koreans in terms of offering clues of the national democracy movement after division of the Korean peninsular.
