독립촉성중앙협의회와 조선기독교단 남부대회와의 관계 연구: 신탁문제를 중심으로 (A Study on the Rlationship between the Independent Central Council and the South Convention of Choseon Council of Churches: Focusing on Trusteeship)

초록

일제 강점기에 선교사들의 정교분리 정책은 한반도에서의 선교전략이었다. 정교분리 정책에 따라 한국 기독교는 현실정치 문제에 침묵할 수밖에 없었다. 그러나 일제가 물러간 후에 기독교는 정교분리 정책을 그대로 유지할 수 없는 상황에 맞닥뜨렸다. 해방은 되었으나 진정한 독립이 요원하였고, 좌우파의 갈등 속에서 새로운 국가의 정체성이 시급히 확보되어야 하는 상황이었다.
한국인들은 일제의 항복으로 독립이 이루어 졌다고 확신했다. 그러나 미국과 소련에 의한 다른 통치가 기다리고 있었다. 신탁문제는 특히 38선 이남에서 매우 민감한 문제였다. 한국인들은 미소의 신탁정책에 반대했다. 한국인들의 마음을 하나로 묶어 신탁반대운동에 참여했던 대표적인 단체는 독립촉성중앙협의회였다. 이승만 중심의 독촉중협은 우파 성향이었고, 여기에 기독교 지도자들이 많이 참여하였다. 또한 기독교의 대표성을 가진 조선기독교단 남부대회(남부대회) 소속교회와 교회 지도자들은 진정한 독립과 신탁이라는 현실문제를 해결하기 위해 독촉중협과 협력하였다. 두 단체가 공식적으로 만남을 가진 때는 제1회 남부대회에서였고, 이후 힘을 합쳐 반탁운동을 확대시켰다. 특히 남부대회 소속 교회와 교회 지도자들은 독촉중협의 지방조직을 확산시키는데 공헌하였다. 제1차 남부대회의 영향으로 탄생한 기독신민회와 독립촉성기독중앙협의회 역시 반탁운동을 확산시키는 중요한 단체가 되었다.
혼란스러웠던 해방정국에서 기독교인들의 정치참여는 이전의 정교분리 선교전략을 넘어서는 작업이었고, 그 결과 진정한 독립과 신앙의 자유와 새로운 국가의 정체성을 확보하는 계기가 되었다. 결과적으로 한국의 즉각적인 독립에 대한 미국의 소극적인 태도를 극복할 수 있었고, 남한에 대한 소련의 공산화 전략을 막을 수 있었다. 해방정국에서 기독교는 시대적인 리더십을 발휘하며 기독교인의 정치참여라는 새로운 패러다임을 열었다는 점에서 의의가 있다.

영어초록

During the Japanese colonial period, the policy to separate religion from politics adopted by missionaries was a kind of strategy to do missionary work on the Korean peninsula. According to the separation policy, Christianity in Korea had to remain silent to real political issues. However, after liberations, Christianity faced a situation where it could not continue to maintain the policy. It was the situation which required the urgent establishment of national identity in the midst of conflict between left and right wing while true independence was still far away.
Koreans were sure that they achieved independence due to the surrender of Japanese. However, another kind of rule by the U.S. and the Soviet Union were waiting for them. Trusteeship was a very sensitive issue especially in the South under the 38 parallel line. Koreans were opposed to the trusteeship by the U.S. and the Soviet Union. The Independent Central Council was the representative organization which participated in the anti-trusteeship movement uniting Koreans’ wishes. The Independent Central Council which was organized under the leadership of Rhee Syngman, was politically right-wing and a lot of Christian leaders also joined the organization. Churches and church leaders that belonged to the South Convention of Choseon Council of Churches(South Convention) representing Christianity took part as executives and took care of practical business affairs. The South Convention cooperated with the Independent Central Council in order to resolve real issues of true independence and trusteeship. The two organizations had a first official meeting in the 1st South Convention and afterwards, joined forces to expand the anti-trusteeship movement. In particular, churches and church leaders that belonged to the South Convention made a big contribution to expand local organizations of the Independent Central Council. The Christian New People Society and the Independent Christian Central Council which came into being after the 1st South Convention ended became important organizations to spread the anti-trusteeship movement.
In the midst of confusion after liberalization, Christians’ political participation was a task to exceed the previous policy to separate religion from politics adopted for doing missionary work and as a result, contributed to securing true independence, political freedom and new national identity. As a result, it was possible to overcome the passive attitude of the U.S. towards the immediate independence of Korea and to prevent the Soviet Union’s communization strategy of the South Korea. Therefore, it is meaningful in that Christianity presented a new paradigm of Christians’ political participation to Korean churches by exercising leadership of the times in political situation after liberalization.
